  Ramsey County, Minnesota is currently seeking candidates for the position of Labor Relations Manager. This is an exciting opportunity for an individual with a strong background in labor relations and conflict resolution. The Labor Relations Manager is responsible for coordinating and managing all aspects of labor relations in the county. Ramsey County employs over 3,900 staff, approximately 80% of whom are covered by one of 22 labor contracts.

  This position manages the development and administration of a comprehensive labor relations program. Major activities include negotiation of the county's twenty-two collective bargaining agreements; chief spokesperson duties in bargaining; contract administration; grievance mediation and arbitration; contract mediation and interest arbitration; Bureau of Mediation Services (BMS) hearings; labor/management committees; employee training; compensation; advising on all other union issues affecting the organization, and perform other related duties as assigned.

  This position reports to the Chief Human Resources Officer and is as a member of the Human Resources management team. The position serves as a strategic leader, manager and advisor who initiates and gathers ideas from across the organization that influence strategy, and engagement in a collaborative and inclusive culture that supports the county's vision, mission, goals, core values and strategic priorities (https://www.ramseycounty.us/your-government/projects-initiatives/strategic-priorities-vibrant-community) .

  Examples of Work Performed

  Promote a diverse, culturally competent, and respectful workplace.

  Negotiate labor contracts, as chief spokesperson for the county, in traditional bargaining and as the lead person on the county's bargaining team in an interest-based bargaining process.

  Develop negotiation strategies, in conjunction with the Chief Human Resources Officer and Deputy Director's team, the County Manager, and representatives of affected departments.

  Seek and obtain input from county departments about issues and interests that may be the subject of future bargaining.

  Make presentations to the Board of Ramsey County Commissioners to obtain their approval of bargaining authority, to keep them advised of the bargaining progress, to seek their approval of labor agreements, and to address other labor relations issues as needed.

  Prepare data to evaluate options for addressing the interests of unions and the County, or to evaluate union or county positions in collective bargaining.

  Draft contract language.

  Administer county labor contracts by advising departments on labor relations policy, applicable labor laws, contract interpretation, and grievance resolution.

  Participate in the management of the Human Resources department as part of the Chief Human Resources Officer's management team. Responsible for setting the goals and objectives of the department; developing, recommending, and implementing new and revised policies; implementing, monitoring, and evaluating established programs; and managing the determination and reporting of the department's performance indicators.

  Manage, direct, and supervise Labor Relations division staff in the provision of comprehensive human resource services including compensation to service teams; provide consultation, advice, and direction to staff.

  Meet and confer with management and union representatives on labor relations concerns.

  Represent the county in third-step grievances.

  Conduct research and prepare legal briefs and other documents for arbitration or administrative proceedings.

  Prepare and present cases in arbitration, administrative and mediation proceedings, and representation elections.

  Develop and present labor relations training courses to management personnel.

  Prepare materials and train managers and supervisors on negotiated contract changes and the impact on management responsibilities.

  Meet with human resources staff to provide information and resolve problems involving collective bargaining agreements in relation to other personnel functions.

  Prepare reports on labor relation topics.

  Participate on labor/management committees, to foster positive labor/management relations and provide advice in resolving issues.

  Consult with Human Resources departmental staff, and with county supervisors and managers, on issues of Fair Labor Standards Act (FLSA) and American Disability Act (ADA) compliance.

  Advise county managers and supervisors on employee discipline and alternative ways of addressing employee performance matters.

  Represent the county in interest arbitrations.

  (The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.)

  Minimum Qualifications

  Education: bachelor's Degree in industrial relations, human resource management, public administration, business administration, psychology, or a related field.

  Experience: Six years of professional-level human resources experience with at least four years of experience working in all areas of labor relations.

  Substitution: A Master's degree in a related field may substitute for 2 years of professional-level human resources experience. A Juris Doctorate may substitute for 3 years of professional-level human resources experience.

  Certifications/Licensure: None.

  Preferred: Experience in a Chief Spokesperson role in collective bargaining in the public sector.

  This is an unclassified*, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will position. Applicants who meet the minimum qualifications will be forwarded to the department for consideration.
