  Summary This position is located in the Pension Benefit Guaranty Corporation's (PBGC) Office of Information Technology (OIT), Business Innovation Services Department (BISD), Financial Management Services Division (FMSD) CONCURRENT ANNOUNCEMENT: THIS POSITION IS ALSO BEING ADVERTISED UNDER DELEGATED EXAMINING PROCEDURES UNDER ANNOUNCEMENT NUMBER OIT-2024-0005. Responsibilities The candidate selected for this position will: Responsible for applying analytical processes to, and participating in, the overall planning, design, documentation, development, modification, testing installation and implementation of new and improved information systems to meet the business requirements. Apply a systematic, disciplined, repeatable approach to the development, testing, operation, and maintenance of software applications. Participate in overall financial management/case management systems planning by incorporating requirements, needs analysis outputs, policy requirements and other program inputs into a financial management system/case management systems IT program roadmap and reporting. Conduct verification, validation, and quality assurance activities. Monitor use of code configurations software tools for appropriate usage and verify versioning of implemented code. Requirements Conditions of Employment Qualifications All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-12 grade level in the Federal service or equivalent to the GS-12 grade level in the private sector applying numerous and varied advanced IT systems analysis principles and techniques, business process engineering concepts, and life cycle management concepts for IT programs and projects. Examples include: 1) Conducting IT system analysis; 2) developing plans, designs, specifications and artifacts for Agile projects using various software applications; 3) developing IT program roadmaps using analyzed IT requirements and coordination with integrated systems, projects and plans; 4) developing and implementing Agile software development processes, and 5) implementing quality assurance and validation activities for new and existing systems. In addition to meeting the specialized experience requirements described above, your IT experience will be evaluated and expected to include experience in the following competencies: Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education No education is required for this position.
