  This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

  Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the core services of the Council.

  How your work would contribute to our organization and the Twin Cities region:

  The IT Service Owner, which will be filled at a Business Analyst 2 or 3 level depending on qualifications, will work closely with business representatives to analyze the operations of a department or functional unit to support the development and enhancement of services provided by Information Services. This position will identify opportunities for improvement in business operations and process; be involved in the design or modification of business and/or IT systems; elicit, document, and analyze business needs and requirements; documents the functional designs of systems; and may help test solutions and create documentation and user manuals.

  Business Analyst 2:

  Starting Salary Range: $72,176 – $81,890 Annually

  Full Salary Range: $72,176 - $108,909 Annually

  Business Analyst 3:

  Starting Salary Range: $78,000 - $88,525 Annually

  Full Salary Range: $78,000 - $117,728 Annually

  The starting salary will be based on the selected candidate's experience, skills, education, and internal salary equity, and includes a generous benefits package including eligibility for annual salary increases.

  What you would do in this job

  Own and act as a Service Owner of Information Services enterprise and/or non-enterprise services.

  Negotiate service level agreements based on business requirements, outcomes, and service delivery cost.

  Coordinate continuous improvement throughout the service delivery process.

  Create service roadmaps in partnership with business partners.

  Cultivate strong working relationships with business and IT function partners.

  Coordinate the support and delivery of IT services based on established Operation Level Agreements by working in partnership with function owners.

  Establish measurable key performance indicators for the delivery of IT services.

  Establish cost models and fee schedules for the delivery of IT services.

  Manage service-level budget.

  Will translate IT service delivery concepts into actionable steps in support of delivering business outcomes.

  Analyze, document, and improve service delivery processes through business analysis methodologies and collaborative approaches.

  Create, maintain, analyze, and coordinate routine reporting and queries.

  Present live and recorded technical training, generate training materials, and demo technology.

  Assist with eliciting and documenting business requirements and system testing, as needed.

  Develop and write user stories.

  Assist in the development of Service Owner and business analysis best practices and creation of environmental assets.

  Articulate technology concepts and specific technology use cases to all levels of the organization.

  Perform special projects and other duties as assigned.

  What education and experience are required for this job (minimum qualifications)

  Business Analyst 2:

  High school diploma or GED AND seven (7) years of experience in a Business Analyst capacity performing routine system testing, user documentation, and implementation of added systems features.

  Note:Highest completed degree in the following majors: Computer Science, MIS, Project Management, Business Analysis, Business Administration, or related field will count towards the minimum seven (7) years of required work experience.

  Associates degree counts as two years of experience

  Bachelor's degree or higher counts as four years of experience

  Business Analyst 3:

  High school diploma or GED AND eight (8) years of experience in a Business Analyst capacity performing routine system testing, user documentation, and implementation of added systems features.

  Note:Highest completed degree in the following majors: Computer Science, MIS, Project Management, Business Analysis, Business Administration, or related field will count towards the minimum eight (8) years of required work experience.

  Bachelor's degree or higher counts as four years of experience

  What additional skills and experience would be helpful in this job (desired qualifications):

  IT service owner experience.

  Understanding of general technology, tools, and practices.

  Knowledge of Agile methodologies or experience working in Agile development teams.

  Experience eliciting and analyzing customer feedback and user data to inform service decisions.

  Ability to think creatively and strategically to drive service innovation and differentiation.

  Experience eliciting business needs to deliver business outcomes.

  Experience guiding a Community of Practice or user group around a technology product or service.

  Certification as a Business Relationship Management Professional (BRMP®).

  Experience leading planning cycles that include strategic roadmaps, technology plans, and innovative opportunities.

  Strong communication skills in writing, speaking, and presenting.

  Ability to listen, build rapport, and develop credibility as a strategic partner.

  Be able to shift opinions using influence over positional power.

  IIBA or PMI Business Analysis Certification.

  ITIL Certification.

  Knowledge of IIBA Business Analysis Core Concepts.

  Knowledge of Azure Dev Ops.

  Knowledge of the Council's service culture and current technology used to deliver business outcomes.

  Knowledge of Information Technology Information Library 4 (ITIL 4) service management concepts and delivery of IT service or previous Service Management experience.

  Knowledge of process and data flow maps, workflow analysis, and simplification techniques.

  Ability to facilitate requirements elicitation sessions utilizing multiple tools and techniques.

  Ability to be flexible, adaptable, and responsive.

  Ability to build strong customer relationships and deliver customer-centric solutions.

  Ability to navigate complex processes and interpersonal dynamics with a focus on uniting diverse stakeholders to common outcomes.

  Ability to build consensus and motivate people to act and participate.

  Ability to promote an equitable, positive, and respectful work environment that values culture and diversity among all employees.

  Intermediate computer skills in word processing, complex spreadsheets, graphics presentations and database management (Word, Excel, Access, OneNote, PowerPoint, SharePoint, Teams, and OneDrive).

  Ability to read, analyze, and interpret professional journals, technical procedures, and government regulations as well as write reports, business correspondence and procedure manuals.

  Skills to provide basic client services to the public and other agencies within the organization with tact, courtesy, and cooperation where the primary purpose is the exchange of information.

  If you are new to the Metropolitan Council , you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation. Additional requirements for this position are outlined in the Security Policy below.

  Security Policy:

  This position involves direct access to Criminal Justice Information (CJI) as defined by the FBI CJIS (Criminal Justice Information Services) Security Policy. In accordance with section 5.12.1.1 of the FBI CJIS Security Policy, final candidates must agree to submit to a state of residence and national fingerprint-based record check. If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information would be permissible. If it is determined that access to Criminal Justice Information would not be permissible, the candidate will no longer be eligible for this position.
