  New York eHealth Collaborative: IT Department Leader

  New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

  Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network to connect healthcare providers statewide; develops policies and standards that support the utilization of health technologies; assists healthcare providers in adopting and effectively using electronic health records; and ensures that the SHIN-NY provides services to support the State’s public health and Medicaid efforts.

  Position Summary:

  TheIT Department Leadis responsible for the overall architecture design, implementation, and 24/7/365 operations of NYeC’s core technology platforms supporting NYS’s health information exchange network. This includes Cloud (AWS) applications, HL7/FHIR integrations, network, server, and storage infrastructure, database platform management and implementation of cybersecurity controls. The IT Department Leadwill work closely with the Chief Executive Officer, Chief Operating Officer (COO) and other Sr. Leaders, as well as external stakeholders to communicate the strategic direction and prioritize and plan initiatives for NYeC’s technology roadmap, including implementation of cybersecurity controls. Because NYeC operates in a highly collaborative manner with external organizations and with New York’s Department of Health, the IT Department Lead’s effective engagement with external stakeholders is a core and essential aspect to the job. The IT Department Lead ensures capacity management, licensing compliance, and oversight of third-party vendors and contractors that support our platforms. TheIT Department Leadis also responsible for corporate services and technologies that support NYeC employees in carrying out the critical mission of NYeC and the SHIN-NY.

  This position reports to the Chief Counsel and Operating Officer; and is part of the Senior Leadership Team of the organization and works closely with all members regarding technology, cybersecurity, budget, compliance, governance, and risk. This role can be operated out of our Manhattan, NY or Albany, NY office.

  Supervises:

  Manage a department of approximately 14 employees.

  Primary Responsibilities:

  Responsible for all aspects of NYeC’s 24/7/365 production Health Information Exchange (HIE) environment.

  Accountable for the overall technology roadmap of the IT Department, developed in collaboration with key customers, and the NYeC executive leadership team.

  Provide leadership in the development of new services aimed at improving the exchange of healthcare information for NY residents. Some such services will ultimately be operated by New York’s regional HIEs, thus requiring collaboration to bring live. Responsible for championing, orchestrating, directing, and supporting multiple projects and initiatives simultaneously and removing impediments when necessary.

  Provide IT leadership to ensure strategic and business goals are achieved.

  Provide technical guidance and subject matter expertise to other NYeC teams and outside stakeholders, with a focus on customer support and relationship building. Continuously improve the IT team through effective people management, hiring, internship oversight, and team member skills development.

  Manage the department’s budget, vendor contracts and the procurement processes for hardware, software, cloud services, licensing compliance, and third-party contractors of NYeC.

  Effectively manage the IT department’s deliverables and reporting responsibilities under NYeC’s contract with the New York State Department of Health.

  Maintain the Company’s Disaster Recovery and Business Continuity (DR/BC) plans and procedures that include evaluation, testing, enhancements, and activation of the plans.

  Partner with the CISO to:

  drive HIPAA and HITRUST privacy and security frameworks including policy, procedure, and implementation of certification processes.

  provide continuous improvements to the cybersecurity program, conduct functionality and gap analyses for key business areas of infrastructure, applications, and operational procedures.

  build the security operations framework, respond to real-time threats, provide assistance in forensic investigations analysis and triage of security incidents.

  Other duties as assigned.

  Experience and Skills:

  Minimum of 10 years business & technology strategy, planning and implementation of critical platforms experience required.

  Minimum of 10 years technology operations experience required.

  Minimum of 10 years of cybersecurity and risk management experience (which can include strong demonstrated partnership with CISO) required.

  Minimum of 5 years of IT staff management and leadership required.

  HIE experience strongly preferred.

  Four-year degree in computer science or engineering preferred. Advanced degree in information technology administration, engineering or business administration preferred.

  Ability to develop and articulate strategy, tactics, and financial objectives.

  Ability to understand and influence system architecture and work with line managers to facilitate organization change.

  Experience with large scale technology vendor implementation and oversight including infrastructure, development, integration, database, and cybersecurity initiatives.

  Experience working with, working for, or supporting public health agencies, hospitals, or health plans preferred.

  Ability to judge the financial implications of programs and viable alternatives.

  Experience with multiple development methodologies and understanding of risks and tradeoffs.

  Must have the ability to be available after hours 24/7/365.

  Certifications in the following a plus:

  Cisco CCIE

  CHIME Certified Healthcare CIO (CHCIO)

  ITILv3 Foundations (Information Technology Infrastructure Library)

  Expectations of Employees:

  NYeC supports the healthcare sector, and we expect every employee to be vaccinated in accordance with NYeC’s policy before beginning employment with NYeC and present proof prior to their start date, unless they have requested and been granted an exemption or accommodation (based on disability/medical condition or a sincerely held religious belief).

  Employees work a hybrid in-office schedule (at our Manhattan, NY or Albany, NY office and remotely). Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager.

  NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

  We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany based candidate is between $160,000 - $210,000. The annual base salary range for this role for a NYC based candidate is between $190,000 - $250,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
