  Summary What General Information Do I Need To Know About This Position? The government-wide direct hire authority for IT Cybersecurity Specialist/2210 is being used to fill this position. Salary: $103,409 (Step 01) to $134,435 (Step 10); NOTE: First time hires to the Federal Government are typically hired at the Step 01. Responsibilities As a Network Security Manager within the Earth Resouces Observation Science Center, some of your specific duties will include: - Provide guidance and oversight of all operations pertaining to Networking and Information Security including the cybersecurity, performance and data integrity of network systems, network communications and data transfer requirements established for day-to-day operations. - Define strategies and priorities pertinent to Network and Security operations and collaborate with internal and external stakeholders to accomplish associated goals and objectives. - Initiate, develop, implement and evaluate security programs to anticipate, assess and minimize system vulnerabilities including establishment of vulnerability reporting criteria as well as implementation and enforcement of applicable security controls. - Review and evaluate cybersecurity incident response policies and identify the needs for modification based on new security technologies or threats, test and implement new policies and institute measures to ensure awareness and compliance. - Lead procurement management of all associated networking and security hardware, software, and services and provide oversight of associated hardware and software lifecycle and maintenance schedules. Requirements Conditions of Employment Key Requirements: Applicants must be U.S. Citizens. Suitable for Federal employment, as determined by background investigation. Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued. A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Qualifications Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. For GS-13: Applicants must meet the following to qualify for the GS-13 level: One year of specialized experience equivalent to at least the GS-12 level in the Federal service that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. Examples of such experience may include: information systems analyses, design, development, implementation and maintenance of enterprise network architectures; participating in strategic network planning and leading tactical operation planning, conducting cost-benefit analyses and total cost of ownership and capacity studies, and the development of contingency operation plans; analyses of operations pertaining to networking and security including the cybersecurity, performance and data integrity of network systems, network communications and data transfer requirements established for day-to-day operations; translation of strategic planning objectives into tactical process plans; and coordination on the implementation of security programs across platforms and establishment of vulnerability reporting criteria; including enforcement of proper backup procedures for all system and network information; and enforcement of legal controls that provide protection from unauthorized access, alteration, loss, disclosure, and blocking of information on the development of information security systems and application policies, guidelines, standards, requirements, and procedures. The complexity of the aforementioned work examples typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. This level of work experience would reflect wide latitude for the exercise of independent judgment to perform work of marked difficulty and responsibility. Education Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
