Summary This position is in the Department of Labor (DOL), the Bureau of International Labor Affairs (ILAB), Office of Child Labor, Forced Labor and Human Trafficking (OCFT) in Washington, DC. ILAB Leads DOL's efforts to ensure that workers around the world are treated fairly and are able to share in benefits of the global economy. This position is inside the bargaining unit. Responsibilities Drafts and provides written feedback on documents, as assigned, and regularly prepares written communication for and on behalf of senior ILAB and DOL staff on International child and forced labor issues. Documents and written communications may include, but are not limited to, analytical assessments; concept notes on proposed technical assistance projects (grants and contracts); concept notes on policy engagement; solicitations for technical assistance projects (grants and contracts); work on Congressionally-mandated and Executive Order Reports. Demonstrates the ability to critically analyze Office issues and initiatives through study and monitoring of relevant legislation; pertinent ILO and other international organizations standards and decisions; overseas developments. Assists with the development of policy recommendations that advance OCFT and ILAB mission, programming, and other priorities in target countries and on a global level. Engages with a range of actors and entities (ILAB and DOL Officials, U.S. or Foreign government agencies) to develop and/or strengthen OCFT and ILAB strategic relationships and information exchanges. Monitors labor developments in countries of importance to the U.S. and assists with advising the Director, Deputy Director, Deputy Undersecretary, other DOL professional staff, ambassadors, labor attaches or other with related responsibility. Basic Requirements: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service or private sector. Qualifying specialized experience for the GS-11 includes: One Year (52 weeks) of specialized experience at the next lower grade level, GS-09. Specialized experience is defined as assisting in the development of policy recommendations related to issues of child labor, youth workforce development, forced labor, and/or human trafficking; and providing technical support for technical assistance programming to address child labor, youth workforce development, forced labor, and/or human trafficking. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (related to the position to be filled.) OR Combination of education and experience. Qualifying specialized experience for the GS-12 includes: One year (52 weeks) of specialized experience at the next lower grade level, GS-11. Specialized experience is defined as participating in the development of policy or program recommendations related to issues of child labor, youth workforce development, forced labor, and/or human trafficking; and developing and/or overseeing technical assistance programming related to child labor, youth workforce development, forced labor, and/or human trafficking. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit.
