About International Program Specialist

  Summary The Commercial Law Development Program (CLDP) is looking for energetic, innovative and results oriented individual who will enjoy working in a dynamic, fast-paced and mission driven organization as an International Program Specialist (IPS). Responsibilities The incumbent will perform duties such as: - Liaising with government officials, regulators, judges and other high-level diplomatic, community, and business leaders in foreign countries. - Assisting attorneys with the design and implementation of technical assistance programs; - Analyzing the impact of programs and writing reports to funding agencies identifying CLDP's activities and achievements; - Identifying and securing the logistical support needed to execute technical assistance programs through multiple procurement mechanisms; - Developing, planning and preparing overall program budgets based on CLDP interagency agreements including tracking budgets as expenditures occur, notifying funding agencies of spending rates, and sending regular bills for CLDP programs; - Traveling overseas to prepare and implement trainings, workshops and consultations in various countries and regions to include areas in Europe and Eurasia, Latin America and the Caribbean, the Middle East and North Africa, South Asia, Southeast Asia and the Pacific, and Sub-Saharan Africa. - Monitoring federal regulations and departmental policies to ensure that all CLDP plans and expenditures comply with the relevant requirements. This Job Opportunity Announcement may be used to fill other International Program Specialist GS-0301-9 FPL-12 positions within the Office of the Secretary in the same geographical location with the same qualifications and specialized experience. Requirements Conditions of Employment You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use of possession of drugs. A probationary period may be required. Fluency in speaking and writing in regional languages relevant to this position. Thai, Laotian, Bengali, Hindi, Nepali, Sinhala, Khmer, Tetum, Arabic, French, Spanish, Albanian, Azerbaijani, Bosian-Serbo-Croatian (BSC), Georgian, or Russian. Selective Service: Males born after 12/31/59 must be registered or exempt from Selective Service (see https://www.sss.gov/). This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-09 level: Selective Placement Factor: Must read, write and speak fluently in one or more of the following regional languages - Thai, Laotian, Bengali, Hindi, Nepali, Sinhala, Khmer, Tetum, Arabic, French, Spanish, Albanian, Armenian, Azerbaijani, Bosian-Serbo-Croatian (BSC), Georgian, or Russian. AND SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at the next lower grade level by the closing date of the announcement. GS-09 level: You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as: Participating in tracking budget expenditures; Researching economic topics and assisting in the development of presentations and/or reports; and, Assisting in providing logistical support to a technical assistance program. OR SUBSTITUTING EDUCATION FOR SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. ICTAP applicants MUST submit the following documents: A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement; A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc; A copy of your latest performance appraisal including your rating; and Any documentation from your agency that shows your current promotion potential. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES, or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
