Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Specialist and training instructor in intelligence targeting, analysis, and Counter Intelligence (CI) and Human Intelligence (HUMINT) operations. Responsibilities Performs active intelligence analysis, targeting, and operations within various operational/geographical areas that may range from neutral to hostile. Reviews and evaluates all intelligence information gathered/developed upon mission accomplishment. Responsible for the presentation and conduct of training for CI/HUMINT Targeting and HUMINT Collection functional areas. Prepares lesson plans, training support materials, and evaluations. Develops and revises training products and Programs of Instruction (POIs). To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience applying Counterintelligence (CI) and Human Intelligence (HUMINT) analysis, intelligence targeting, and collection operations techniques and methods within an intelligence and/or training mission area. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
