As a CACI-SOAS USAREUR-AF Intelligence Security Cooperation Program Manageryou will support US Army Europe/Africa G2 and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Command, Control, Cyber, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C5ISR) mission areas.
You will be a member of a team that will monitor and provide expertise regarding specific countries within USAREUR-AF’s AOR/AOI and plan/organize USAREUR-AF G2X’s analytical engagement with NATO and other foreign partner agencies.
More About the Role:
As a CACI SOAS USAREUR-AF Intelligence Security Cooperation Program Manager you will embed at Clay Kaserne in Wiesbaden, Federal Republic of Germany and may travel as required, to perform services at other locations within the USEUCOM or US AFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations.
The USAREUR-AF TMISS Team will research, analyze, and produce near- and long-term all source assessments on terrorism / counterterrorism, and multi-discipline counter-intelligence issues in response to CG USAREUR-AF’s priority intelligence requirements and to enable U.S. and foreign partner counterintelligence operations.
Other duties of the Intelligence Security Cooperation Program Manager will include but are not limited to:
Under guidance, prioritization, and approval of the G2 and Intelligence Security Cooperation (ISC) Chief, plan, coordinate, document, facilitate, and oversee all aspects of EUCOM Intelligence Significant Security Cooperation Initiatives (SSCIs) and M2M events executed or directed by USAREUR-AF G2.
Assist ISC Branch in developing Courses, Familiarization Events, and their supporting POIs that further the G2’s ISC strategy.
Maintain up-to-date status of ISC Programs for the USAREUR-AF G2, G2 3/5/7, internal and external USAREUR-AF Staff, as well as higher and parallel headquarters on all matters related to ISC activities to include briefing products and oral presentations.
Represent USAREUR-AF G2 and the Intelligence Security Cooperation Branch at various conferences related to ISC activities to coordinate and deconflict with embassy staff, higher and parallel headquarters, and host nation personnel on ISC activities.
Receive, prioritize, input, and maintain ISC events requests in DoD and COCOM database(s) of record to formally program for funding and track activities.
Pursue legal review of all ISC activities to ensure compliance with governing rules, regulations, and authorities.
Coordinate with embassy staff, USAREUR-AF staff, and host nation to ensure ISC approved objectives are understood, create shared understanding of administrative procedures, protocol, logistical requirements, and ensure necessary pre-coordination is conducted for any pre-event requirements, to include scheduling appropriate planning meetings.
Coordinate with designated units assigned to execute ISC events to ensure proper oversight and that ISC objectives are understood by executing units and implemented into the Programs of Instruction (POI) used for the ISC event.
Actively manage and track the planning and execution of ISC activities ensuring final reporting and after action review and submit them into DoD and COCOM systems of record.
Respond to phone and email Requests for Information including receiving, tracking, researching and answering those requests.
You’ll Bring These Qualifications:
Master's degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience.
Excellent verbal and written communication skills
Current TS-SCI Clearance
These Qualifications Would be Nice to Have:
More than 3 years experience working Security Cooperation efforts within the EUCOM-AFRICOM Theaters
Expert level knowledge of the DSCA Security Assistance Management Manual (SAMM)
Prior military experience, particularly working as a liaison with host nation forces within multiple countries within the EUCOM-AFRICOM Theater

The proposed salary range for this position is:
$95,500 - 210,100 USD
