This position will provide on-site support for the Neutral Buoyancy Laboratory (NBL) Operations Contract (NOC) at NASA’s Johnson Space Center (JSC) in Houston, Texas. The position will lead a group of IT Specialists in the conduction of performing IT oversight and management for NOC per NASA, JSC/FOD requirements and interface with organizations and personnel across the NOC program to specifically ensure IT rules are maintained and in compliance with government and contractual requirements. The IT Lead maintains the integrity-assurance of all IT services through the management of the IT Team and associated equipment and software. The IT Lead also identifies and enables the implementation of process improvements and efficiencies.
Primary Job Responsibilities:
Provide technical leadership to the IT Operations team that provides system operations, change management, configuration management, user support, IT security, database administration, and training. This team includes application, systems, and user support engineers who maintain the high availability of a portfolio of browser-based software applications
Coordinate team efforts to resolve service interruptions and other operational issues.
Lead troubleshooting, recovery, and root cause analysis efforts. Coordinate with application leads for advanced troubleshooting support
Communicate service interruptions and change activity to stakeholders including internal and client management, data center personnel, and other affected teams
Apply Agile workflow processes with engineering life cycle techniques to implement Operations tasks, and optimize resource assignments and efforts as priorities change across competing workstreams
Proactively identify and coordinate change activity involving Operations, software development, and external stakeholder teams
Develop and refine standard operating procedures for application support and maintenance
Provide oversight to the NOC Help Desk and IT Service Request support team to resolve user support issues
Conduct daily operations meetings
Collect and report operational metrics including service level agreement compliance
Coordinate with application leads to deliver maintenance software releases
Collaborate with the IT Security Lead to monitor for security compliance by industry standards
Maintain a hardware and software license inventory
Work closely with the IT Operations Project Manager who maintains the Operations project schedule, budget, resource plan, and deliverables compliance
Management and administration of a server farm include 6-8 physical servers and less than 20 virtual servers.
Responsible for ensuring daily backups are running as expected as well as coordinating media storage with an offsite storage facility.
Understanding of high-definition video storage and not part of the data to backups due to the storage size.
SharePoint, SQL, custom desktop, and custom web-based application design and maintenance.
Responsible for performing other contract-related duties as required.
Required Education / Experience:
Bachelor’s degree in computer science, engineering, or a related field (i.e., information technology, information technology management, and/or computer engineering) AND 5+ years of experience in the field of IT.
Ability to be present, on-site, in a NASA facility
Strong technical background in systems administration and software application support
Change and configuration management experience
Excellent written and oral communication skills
Experience in relationship building and collaboration within a diverse, cross-functional team
Understanding of the software development life cycle
Ability to develop and maintain a high-performing IT operations team
Strong Microsoft Office skills and intermediate SharePoint skills are required.
Experience in the NASA IT environment
Ability to successfully interface with organizations/personnel across the contract, including senior-level management and the NASA customer.
Self-motivated with the ability to stay on task with minimal supervision.

Six or more years leading an IT operations team supporting a broad portfolio of software applications
