　　Position Description

　　ATSG is presently identifying candidates for an IT Advisor position in San Jose, Costa Rica. The IT Advisor will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - Costa Rica task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.

　　Minimum Qualifications

　　Local National (LN).

　　RSO Clearance for foreign nationals.

　　FSI level 3/3 Spanish.

　　FSI level 3/3 English.

　　Experience briefing in Spanish and English.

　　Bachelor’s degree in IT or related field; or ten (10) years of work experience may be substituted for the four-year degree if the individual has exceptional technical skills.

　　Five (5) years of IT/helpdesk experience is required.

　　Two (2) years of experience with Microsoft Server and SQL applications.

　　Two (2) years of experience in IT management is desirable.

　　Proficient in the use of Microsoft Office, MS Project, and internally developed databases.

　　Proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, and Silverlight.

　　Must be current on new information technologies, hardware, software, upgrades, updates and compatibility issues and capable of suggesting applicable changes or modifications.
