  IEP/Instruction Administrative Consultant, Division of Special Education

  The IEP/Instruction Administrative Consultant will be an integral member of the Division of Special Education, providing leadership, guidance, and support to the Bureau of Services and Accreditation goals.

  **Experience in PK-12 special education required.

  Responsibilities Include -

  Provide leadership for the Bureau of Services and Accreditation. Provide guidance and coordination as it relates to Division of Special Education and Bureau of Services and Accreditation goals. Offer technical assistance to the field and internal goal monitoring in cooperation with the Bureau Chief and evaluate programs provided to districts, schools and Area Education Agencies. Implement Division and Bureau initiatives in collaboration with Department staff.

  Provide support to Department IEP and Instruction Education Program Consultants (EPC) as well as consultants providing direct and indirect services (Special Education Consultants, School Psychologists, School Social Workers, etc.) to Iowa schools. Provide guidance to these groups regarding implementation of Iowa's Special Education Procedures, Eligibility Standards, and Specially Designed Instruction initiatives.

  Oversee Department EPCs providing support and technical assistance to staff in Iowa schools implementing evidence-based practices through Specially Designed Instruction (SDI). This support includes working with other bureaus and agencies to ensure a continuum of services that students with disabilities can be successful with. This work includes, but is not limited to, planning professional learning opportunities, and evaluating the effectiveness of efforts to improve SDI in Iowa schools.

  Oversee support provided to districts and schools in their delivery of Specially Designed Instruction and related services to those 3-21 learners eligibility for Individuals with Disabilities Education Act (IDEA) services. This involves ensuring appropriate instructional match and behavioral support, goal setting, monitoring and data-based decision making.

  Ensure districts and staff providing IEP support are providing a Free and Appropriate Public Education (FAPE) including all safeguards and rights are met. Provide professional learning and technical assistance on meeting the federally required components of IDEA across the grades and learning content areas.

  Collaborate with bureau chiefs and administrative consultants across the Division to promote and improve integration of high-quality, evidence-based Specially Designed Instruction and MTSS into relevant policies and programs, including but not limited to IDEA, Iowa's Every Student Succeeds Act (ESSA) plan, and Iowa's Early Literacy Implementation law.

  Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus and the programs it oversees.

  Support the Department priorities through performing other duties as assigned by the Bureau Chief.

  Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.

  2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.

  3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.

  4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
