The Parks, Recreation & Community services Department is actively seeking one (1) Human Services Planner III.

This is professional planning work at the advanced level in designing, implementing, administering, and monitoring the delivery of a broad array of human services programs and systems. Work requires a basic understanding and application of the theories, principles, and practices of human services planning, program evaluation, and statistical analysis usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience. Schedules, assigns, monitors, reviews, distributes, oversees, trains, and guides the work of others. Contacts with others require skill in understanding and influencing people and are important in coordinating and overseeing human services programs, resolving work-related issues and problems, and presenting and defending recommendations including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. Work is subject to clearly defined policies and principles; however, requires the exercise of independent judgment in formulating, analyzing, and recommending changes in policies, and in rules and regulations. When situations arise that have not previously been encountered, formulates solutions based on experience and judgment. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. Work is performed mainly in an office environment, but field work may be required in areas where there are some risks and hazards which are known, predictable and controllable. Operates a motor vehicle and operates standard office equipment such as a personal computer. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and, or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods. standards, and policies.

Evaluates facilities and services provided by contracted service providers for compliance with contract and program regulations.
Prepares and delivers verbal, written, and visual presentations concerning program plans and activities to advisory councils, citizens' groups, and government officials.
Performs advanced data analysis and interpretation.
Develops recommendations and reports to include spreadsheets, graphs, and statistical analysis.
Demonstrates proficiency in the City of Jacksonville’s competencies.
Performs related duties as required.

OPEN REQUIREMENTS:
Seven years of education and/or experience in human services planning, or a closely related field.
which includes at least two years of responsible administrative, professional, or technical experience in human services planning, statistical research, program evaluation or all aspects of grant procurement.
Within the above combination, possession of a bachelor’s or master’s Degree from an accredited institution with a major which directly relates to human service planning is preferred.
LICENSING/CERTIFICATION/REGISTRATION:
A valid driver's license is required prior to appointment and must be maintained during employment in this class.
Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.
OTHER REQUIREMENTS: The probationary period for this class is six months.
