  Job Description

  The Parks, Recreation & Community services Department is actively seeking one (1) Human Services Planner III.

  Did you know as a City of Jacksonville employee, you would also have 12 paid holidays and a personal leave day as well?   This is professional planning work at the advanced level in designing, implementing, administering, and monitoring the delivery of a broad array of human services programs and systems. Work requires a basic understanding and application of the theories, principles, and practices of human services planning, program evaluation, and statistical analysis usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience. Schedules, assigns, monitors, reviews, distributes, oversees, trains, and guides the work of others. Contacts with others require skill in understanding and influencing people and are important in coordinating and overseeing human services programs, resolving work-related issues and problems, and presenting and defending recommendations including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. Work is subject to clearly defined policies and principles; however, requires the exercise of independent judgment in formulating, analyzing, and recommending changes in policies, and in rules and regulations. When situations arise that have not previously been encountered, formulates solutions based on experience and judgment. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. Work is performed mainly in an office environment, but field work may be required in areas where there are some risks and hazards which are known, predictable and controllable. Operates a motor vehicle and operates standard office equipment such as a personal computer. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and, or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods. standards, and policies.

  Examples of Work

  Plans, develops, and oversees human services planning strategies and objectives.

  Schedules, assigns, monitors, reviews, distributes, oversees, trains, and guides the work of others.

  Provides technical assistance to others.

  Coordinates the preparation of annual plans and grant applications.

  Coordinates the compilation of research on a variety of human service issues.

  Coordinates the preparation of responses to planning related correspondence and inquiries.

  Monitors program progress toward established goals.

  Coordinates and maintains collaborative relationships with the private sector to develop resources in support of human service programs.

  Coordinates the delivery of technical assistance to grant recipients.

  Prepares, monitors, and analyzes human services program budgets.

  Oversees coordination of existing programs with similar or complementary objectives.

  Operates standard office equipment such as personal computer using word processing, spreadsheet, database, and other related software, scanners, video equipment, overhead or slide projector.

  Evaluates facilities and services provided by contracted service providers for compliance with contract and program regulations.

  Prepares and delivers verbal, written, and visual presentations concerning program plans and activities to advisory councils, citizens' groups, and government officials.

  Performs advanced data analysis and interpretation.

  Develops recommendations and reports to include spreadsheets, graphs, and statistical analysis.

  Demonstrates proficiency in the City of Jacksonville’s competencies.

  Performs related duties as required.

  Knowledge, Skills and Abilities

  Knowledge and basic understanding and application of theories, principles, and practices of human services planning and delivery in the public sector.

  Knowledge of information sources of and data collection methods related to planning.

  Knowledge of federal, state, and local human service programs and grant sources.

  Knowledge of applicable human service laws, rules, and regulations.

  Knowledge of contract administration practices and principles.

  Knowledge of methods of developing planning strategies, goals, and objectives.

  Knowledge of grant-makers for human service programs, including application procedures, guidelines and requirements governing such funds.

  Knowledge of principles of customer service. Skill in interviewing and data-gathering techniques.

  Skill in data analysis to include quantitative and qualitative statistical techniques.

  Skill in researching, analyzing, interpreting, and applying related federal, state, and local laws, rules, and regulations.

  Ability to develop and submit grant proposals.

  Ability to prepare, monitor, and analyze human services program budgets.

  Ability to schedule, assign, monitor, review, distribute, oversee, train, and guide the work of others.

  Ability to organize and coordinate data collection and analysis.

  Ability to develop planning strategies and objectives.

  Ability to operate standard office equipment such as personal computer using word processing, spreadsheet, database, and other related software, scanners, video equipment, overhead or slide projector.

  Ability to perform mathematical calculations.

  Ability to develop and make presentations before large groups.

  Ability to communication effectively both verbally and in writing.

  Ability to collaborate effectively with others.

  Ability to perform independently a wide variety of assigned tasks.

  OPEN REQUIREMENTS:

  Seven years of education and/or experience in human services planning, or a closely related field.

  which includes at least two years of responsible administrative, professional, or technical experience in human services planning, statistical research, program evaluation or all aspects of grant procurement.

  Within the above combination, possession of a bachelor’s or master’s Degree from an accredited institution with a major which directly relates to human service planning is preferred.

  LICENSING/CERTIFICATION/REGISTRATION:

  A valid driver's license is required prior to appointment and must be maintained during employment in this class.

  Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.

  OTHER REQUIREMENTS: The probationary period for this class is six months.
