Summary About the Position: THIS IS A REMOTE POSITION. This position is based out of the US Army Civilian Human Resources Agency (CHRA), Army Material Command (AMC) Human Resources Directorate, AMC Headquarters Civilian Human Resource Service Center. Responsibilities Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Utilize expert level of knowledge and skill in applying Human Resources (HR) principles, practices and evaluative methodologies sufficient to advise on and/or resolve operational problems which range from recurring through complex and unprecedented. Study and advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Explain regulations, procedures, and determinations to inquiring employees, candidates, and supervisors. Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization. Specialized Experience: One year of specialized experience which includes 1) Providing Federal Civilian Human Resources management advisory services related to Federal Classification, Recruitment & Placement; 2) Providing guidance to management on workforce reshaping efforts; 3) Applying knowledge of Federal civilian Human Resources (HR) concepts, principles, laws and regulations sufficient to recommend appropriate resolutions to complex problems and issues; 4) Utilizing Federal civilian HR automated systems such as Defense Civilian Personnel Data System (DCPDS), USA Staffing and Fully Automated Systems Classification(FASCLASS); and 5) Providing training and development to other HR specialist in Federal Classification/Recruitment & Placement functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
