  Summary OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country. Responsibilities The following duty station locations are available: Asheville, NC/Fayetteville, NC/Decatur, GA/Buffalo, NY/Baltimore, MD/Bay Pines, FL/Canandaigua, NY/Columbia, SC/Lyons, NJ/Newark, NJ/New York, NY/Gainesville, FL/Miramar, FL/Orlando, FL/Orange, CT/Palm Beach gardens, FL/Providence, RI/Tallahassee, FL/Pittsburgh, PA/ Trenton, NJ/Salem, VA/Washington, DC/Richmond, VA As a Human Resources Specialist, you will: Provide management advisory services and operating support to the VA-OIG and its leadership on a broad range of Human Resources issues such as performance management, awards, HR policy, timekeeping, Student Loan Repayment and HR reports. Support Human Resources' leadership in developing and managing the implementation of innovative and effective HR programs and policies that foster retention and motivation of a highly qualified, technically competent, and diverse workforce, fully integrated with the fundamental business objectives and strategies of VA-OIG. Lead or serve as a major participant in HR program activities which result in impacting and influencing the way HR-related business is conducted. Prepare and conduct presentations for various audiences and provides training, as necessary, to supervisors, managers, and employees. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. - Obtain and use a Government-issued purchase card for business-related travel. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience: - Providing technical advice and guidance to management in a variety of HR functional areas; AND - Administering pay setting such as title 5 and any other approved pay setting regulations; AND - Applying HR laws, policies, regulations, and procedures as it pertains to the review of policies, audits, and HR accountability; AND - Completing specialized HR projects requiring research and analytical ability; AND - Monitoring and supporting human resources initiatives. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
