JOB REQUIREMENTS: Duties This position serves as a GHATP Traineefunctioning as a Health System Specialist in the Office of the Directorof the Medical Facility and is responsible for managing projects andassisting in the coordination of daily office activities. The positionis responsible for all program matters under the direction of theMedical Center Director that is delegated to them. This positioninvolves a multi-grade career ladder. The major duties listed belowrepresent the full performance level of GS-11. At the GS-09 grade level,you will perform assignments of a more limited scope and with lessindependence. You will progressively acquire the background necessary toperform at the full performance level of GS-11. Promotion is at thediscretion of the supervisor and is contingent upon satisfactoryperformance, availability of higher level work, and availability offunds. The position serves as a Health System Specialist (GHATP Trainee)within a one year formalized national training program (June to June).The GHATP training program is designed so that the position acquires theknowledge, skills, abilities and competencies necessary to assumeprogressively more complex responsibilities and assist the Office of theMedical Center Director in successfully meeting its mission andstrategic goals. The position will develop an individual developmentplan (IDP) and receive recurring progress reviews by the supervisor.Duties include but may not be limited to the following: Utilizes dataand reporting tools to develop health-planning strategies impacting theoperations of medical centers, network offices, and/or VHACO programoffices. Analyzes data trends in budget and fiscal operations supportingthe preparation and execution of budget and committee meetings.Researches laws, regulations, and policies related to budget and fiscalmanagement displaying knowledge of VA health care system operations.Participates on project teams in lead or support roles identifying andimproving operational processes impacting services of the VA health caresystem. Displays knowledge of VA priorities and mission statements torecommend improvements to policy and procedures related to budget andadministrative operations.
