Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Duties Description Duties: This Health Program Administrator position is in the Bureau of Alternative Models of Care and Programs in the Center for Long-Term Care Licensure, Planning, and Finance. Duties will include, but not be limited to:• Review and make recommendations on applications for PACE licensure, including working with applicants to obtain all required information and drafting review reports;• Act as liaison for administrative processes between Department of Health and external stakeholders, including applicants for licensure and the general public. • Oversee and assist with the processing of transaction notices; and notify appropriate parties as necessary.• Conduct research of law, rules, regulations, federal requirements, and program procedures, and prepare draft changes as needed. Provide advice and recommendations to higher level bureau staff.• Respond verbally and in writing to licensure questions from providers, applicants, consultants, and associations, including maintaining necessary logs. • Assist in the drafting of regulations pertaining to AMCP programs and their standards or to other public health programs, as directed.• Enter all updates/statuses into databases, sites, and tracker lists as applicable;• Collaborate and coordinate with other Bureaus, Centers, Regional Offices, and DOH staff as needed.• Attend meetings and provide updates to Supervisor and other management staff as requested.• Other duties as assigned.
