Use your skills and subject matter expertise to lead and advance a software applications group for one of the most important research institutions in the world. Reporting to the Software Applications and Engineering (SAE) Division Leader, the Enterprise Application and Database Services Manager (SAE-1 Group Leader) is responsible for providing vision, strategy and operational management for a group of 90 people. The group provides business solutions for our customers through custom application development and execution, commercial off the shelf application implementation, and adoption of and integration with Software as a Service solutions. The ideal candidate will be able to assess, identify, and implement changes to improve upon an established Information Technology (IT) organization. You will not only ensure success for complex IT initiatives, but will have the ability to cause transformational change by working across organizational boundaries and levels to develop strategic partnerships, buy-in, and optimal and sustainable results. What You Need
Minimum Job Requirements:
Bachelor's degree in Computer Science, Information Systems or related field from an accredited institution and 8 years related experience; or equivalent experience and education (MS + 5 years; AS + 12 years; No degree + 16 years).
In-depth knowledge and demonstrated experience collaborating with IT leadership and business customers to proactively develop and implement strategic initiatives, selecting methods, techniques, and evaluation criteria for obtaining results for the IT strategy of a large and complex organization. Including determining organizational objectives and interpreting company policies, establishing operational objectives and work plans, and delegating assignments to subordinate managers.
Demonstrated experience managing cross functional IT teams through first-level managers and technical professionals for a large IT organization. Including recruitment, retention, succession planning, talent development, personnel and salary management, and ensuring a diverse, inclusive, safe, and secure work environment.
Experience interacting with sister IT and functional customer organizations, fostering effective working relationships, and communicating complex information to a wide variety of stakeholders, including the ability to evolve your thinking, change their thinking, and/or gain acceptance in sensitive situations without damaging relationships.
Expert-level knowledge of software development methodologies, tools and processes including software development lifecycle management frameworks, source code control, application development tools and techniques, secure coding practices, testing methodologies, database design, development and management, programming languages and frameworks, and system integration. Experience working effectively with platform and infrastructure services organizations and service providers.
Expert-level knowledge and experience in providing leadership for teams to provide solutions that address real world business problems and in providing the ongoing services for the entire software lifecycle.
Advanced experience developing, tracking, and reporting IT program/project metrics, including the ability to develop and administer budgets, schedules, and performance standards for an organizational unit, as well as use data to build cases for necessary change, measure progress, and demonstrate success.
Ability to obtain a DOE Q clearance.
Desired Qualifications:
Previous experience managing the transformation of an IT organization to an Agile environment with fully functioning scrum teams and extensive automation in support of DevSecOps, transitioning to a hybrid model with both on premise and cloud solutions, and transitioning to cloud based development (e.g. AWS, MS Azure Platform as a Service PaaS).
Experience developing, leading and/or managing the specification and implementation of effective IT solutions in the Environment, Safety, Security, Health and/or Quality business domains.
Previous experience managing an IT organization in the Federal sector and/or DOE/NNSA nuclear complex and/or knowledge of Los Alamos National Laboratory (LANL) structural organization, history, and culture.
Active DOE Q clearance, or equivalent.

Work Location: The work location for this position is telework and is located in Santa Fe, NM / Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
