  POSITION PURPOSE

  The Department of Pharmacy has an outstanding opportunity for a Grants and Contracts Manager. The Department of Pharmacy (DoP) Grants and Contracts Manager (GCM) is a key member of the Department and oversees the translational, basic science and educational research portfolios in the DOP and is also responsible for pre and post award administration. The GCM works directly with the Administrator, Program Directors and Managers, and the Department Chair to provide research management expertise, review and execution of grants, contracts, gifts and subcontracts. The GCM serves as the administrative liaison with multiple internal and external partners including offices and departments within the University of Washington, external collaborating partners such as the VA, Fred Hutch, Seattle Children’s, myriad industry sponsors, the National Cancer Institute, and the National Institutes of Health among others. The Department research portfolio also includes a number of service agreements that will be executed and managed by the Manager in close conjunction with the faculty researcher. The successful candidate will be highly self-motivated, an enterprising problem solver and will have the ability to forecast needs and activities related to grant and contract administration with a high degree of accuracy and accountability. This person will oversee a Fiscal specialist or Program Operations Analyst.

  DUTIES AND RESPONSIBILITIES 70% - Research Administration

  Execute and manage pre and post award grants/contracts processes to facilitate accurate and timely pre award grants production and effective post award management in accordance with all university, sponsor, state and federal requirements.

  Provide effective strategic, intellectual and technical assistance to faculty and staff. Mentor, train, and advise program staff, research staff and research faculty to maximize pre and post award operations and processes

  Partner with DOP leadership and staff to optimize pre and post award operations, ensuring smooth functioning with a goal of department wide standardized, efficient and compliant fiscal processes

  Manage all extramural funding related activities in the DOP, working directly with the finance team, DOP leadership, other UW groups, sponsors, and senior management.

  In collaboration with the Department Administrator, supervise and train fiscal staff to ensure accuracy and reliability in managing extramural funding resources.

  Provide team leadership to complex contract negotiations with sponsors and industry.

  Provide strategic planning advice to DOP investigators about funding and resource allocation (budget forecasting and expense tracking), considering pre-award plans with current and future awards

  With Department management, lead an organized post award improvement effort to strengthen regulatory and fiscal compliance processes by implementing and overseeing reliable system processes

  With fiscal team, provide regular budget meetings to investigators to review budgets in detail

  lead post-award support to Investigators including budget monitoring, maintenance, projections, and adjustments of FTE, and ensuring workday costing allocations reflect budget priorities

  With fiscal team, direct the fiscal administration of subcontracts including establishing blanket purchase orders, tracking expenditures against milestones, reviewing invoices with PIs, approving invoices, and reconciling expenses across multiple institutions

  Authorized signature authority on program expenditures; work directly with faculty and staff to ensure expenditures are allowable based on funding agency and award.

  Oversee the financial management of current and new cost and recharge centers, monitor and ensure the quarterly targets are met25% - Compliance and Risk Management :

  Implement compliance and risk management in accordance with policies at the UW, state, and federal levels and in accordance with sponsoring entities

  Interpret, analyze and implement federal, state, institutional and industry laws and policies as they apply to DOP administrative and research operations. Integrate knowledge of compliance policies into DOP operations and under the direction of the Administrator, guide full implementation of applicable policies.

  Participate in the Workday Finance Implementation efforts

  Monitor updates/changes to laws and directives and develop compliance policy or procedures and keep investigators, staff and senior leadership informed.

  Identify and assess compliance and risk management issues.

  Ensure all expenditures are allowable with all applicable restrictions and regulations.

  Ensure grant/contract/gift operational and deliverable requirements are met.

  Ensure compliance with human subject and animal research requirements. Ensure compliance with research participant payments.

  Ensure compliance with Faculty Effort Certification (FEC) and Grant and Contract Certification Report (GCCR) requirements.5% - Other duties as assigned MINIMUM REQUIREMENTS

  Bachelor's degree in Business Administration, Accounting, Finance, or related field

  Minimum four to five years of experience in pre and post award grant and contract management, ideally with NIH proposals and awards ADDITIONAL REQUIREMENTS

  Two to three years experience successfully managing complex projects and programs with accountability for targeted results and outcomes

  Ability to skillfully assume ownership over complex and/or novel processes and projects.

  A highly driven and self-directed individual with the ability to collaborate with diverse populations and stakeholders.

  Experience with, or the ability to successfully navigate large, complex organizations or bureaucracies – ideally around academic research, and/or large public flagship institutions

  Proven track record of successfully managing competing, often shifting priorities while maintaining grace under pressure. Creative, self-starter who has the ability to appropriately respond to changing needs

  Ability to operate in situations of uncertainty, and trouble shoot challenges independently while demonstrating appropriate judgement

  Ability to interpret and communicate to others complex program policies and procedures.

  Excellent written, oral, and interpersonal communication skills, with attention to detail, and ability to work with faculty, staff, students, sponsors, and industry partners

  Ability and flexibility to work independently and in a team environment juggling multiple responsibilities

  Open to receiving direction and asking for assistance when needed

  Proficiency with Microsoft Word, Excel, and PowerPoint for producing correspondence, special reports, spreadsheets, databases, forms, and more.

  Proven ability to maintain strict confidentialityEquivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration. DESIRED QUALIFICATIONS

  Knowledgeable about University of Washington fiscal policies and procedures, including those related to grants and contracts

  Experienced and resourceful with UW Systems particularly SAGE, Workday Finance, BI Portal, other office of research tools

  Understanding of UW grant and contract management policies and practice. Working with OSP, GCA, Office of Research, etc.

  Experience with NIH proposals and awards, federal grants and contracts policies and procedures. High level of comfort with busy pre-award submission cycles.

  Experiencing successfully communicating with federal sponsors – Grants Management Specialists, Program Officers etc.

  Experience with industry sponsors

  Experience with subcontract agreements, staffing assignments

  Experience with enhanced Human Subjects and Clinical Trials Information Forms
