The GOC II (Training Coordinator/Workforce Development) is responsible for the training of new and existing staff of the Florida Department of Health in Seminole county. This position will assess, develop, and coordinate professional training programs and activities. Prepare on-going training for existing employees on a regular basis and have the ability to translate agency’s needs into strategic initiatives with successful outcomes.
Researches, develops, and evaluates new methods and techniques of training in support of analysis, career development, and/or training goals and initiatives. Compiles, develops, evaluates, and maintains statistical data relating to the training of employees. Coordinates research involving the development of new methods and techniques.
Conducts research, develops, and implements training programs including curricular development for staff. Develops instructional methods and techniques for the implementation of new and revised methods, procedures, or standards.
Structured a new orientation process for employees, interns, and volunteers. Standardized processes for interns and volunteers and created internal operating procedures to increase the efficiency of these processes, which resulted in an increase of the number of interns accepted into the program. Assisted in the implementation of employee individual development plan for the department.
Work with recruiting process for Employee’s, Intern and Volunteer program, increasing the number of participating community partnership.
Participate in recruitment events and activities, create and maintain new community partner within the scope of the Human Resource office to hire, develop and maintain staff for retention purpose and succession planning.
Optimizing recruiting techniques structured new recruitment tools that reduced vacancy rate and accelerated the hiring process.
Serves as an expert consultant in areas concerning new professional development trainings or revised methods of training. Assesses training needs, establishes priorities, identifies resources and develops training plans. Meets on a regular basis with managers and supervisors from the different program areas to ensure that the various training requirements of the department are being met and outlined effectively.
Assists with the Leadership Development program and all other HR duties and functions.
Required Knowledge, Skills, and Abilities:
Knowledge of the principles and techniques of effective communication. Knowledge of the methods of data collection. Knowledge of the principles of human behavior, learning, and communication. Knowledge of instructional design, research, and implementation methodologies. Ability to compile and analyze data relating to the development of training and evaluation programs. Ability to conduct research. Ability to develop new methods and techniques of training and evaluation. Ability to work independently. Ability to utilize problem-solving techniques. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to the development of training programs. Ability to prepare professional papers, research studies and evaluation and investigative reports. Ability to plan, organize, and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.
Qualifications:
Minimum-
Current Florida Department of Health employee
Bachelor’s degree
Three years of verifiable experience developing and conducting Human Resource trainings
Florida Department of Health is required to work before, during, and/or beyond normal work hours or days in the event of an
emergency. Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties
including but not limited to, response to or threats involving any disaster or threat of disaster man-made or natural.
Preferred-
Verifiable experience setting up Job fair for recruitment event to help promote the mission of the health department
Verifiable experience conducting presentations for all levels of the organization to large groups of people
Master’s degree in a Human Resource Field
