Summary You will serve as a FLEET EXERCISE SUPPORT COORDINATOR in the Future Operations Branch/Joint Exercises Section of COMMANDER US FLEET FORCES COMMAND. This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Responsibilities You will serve as Navy Project Manager for Joint Staff Service Incremental Funding (SIF) support to eight CCMDs totaling over $2.5 million non-HQ Joint exercise support dollars. You will coordination with CCMD Navy Component Commanders staffs and Type Commanders’ (TYCOMs) staff, determines appropriate levels of effort/ resource and funding required to accomplish mission essential joint training. You will serve as Contacting Officer’s Representative for Joint Exercise Support to the Joint Exercise Section. You will serve as the expert authority/principal advisor to Branch and Directorate Heads and to Echelon III subordinate commanders. You will develop policies/procedures and operations orders to implement the command's joint training and policy responsibilities supporting US joint and interoperability training. You will coordinate the development and maintenance of Joint Mission Essential Task Lists (JMETL). You will create and maintain FFC, NAVNORTH, and NAVSTRAT Joint Training Plans as required. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating facts/distinguishing between causes/effects/impacts on operational decisions as relating to joint training policy/procedures, organization, plans/command relationships and civil-military interfaces; Using Joint Operating Planning Planning/Processes, {e.g., Joint Operating Planning and Execution System (JOPES) sufficient to assist units in preparing using an integer-linear program that optimizes a time-phased force deployment, {e.g., Time Phase Force Deployment Data (TPFDD)} for movement of personnel and equipment; understand the difference between JOPES and Global Force Management (GFM) capability sourcing processes and joint exercise force requests using the Joint Training Information Management System (JTIMS) and it's successor the Joint Training Tool (JTT); Utilizing concepts, techniques principles as relating to multi-step approaches to identify training requirements, plans, executions, and assess joint training events w/a strong regard/focus on warfighting, (e.g., Joint Training System {JTS}); Utilizing contract administration and/or acquisition, (e.g., government), sufficient to serve as a Contracting Officer's Representative (COR); Maintaining acute awareness of joint force readiness, future force development and design, strategic messaging and posture (deterrence and assurance), inter-agency integration, (e.g., the Joint Training Exercise Evaluation Program {(JTEEP)}, reporting means and/or similar such measures; understand the applicability and interfaces between JTEEP, JTIMS/JTT, the Joint Exercise Transportation Program (JETP), the Commercial Travel Program (CTP), and the Defense Travel System (DTS); Using an authoritative menu (or library) of all approved joint tasks, written in a common language - it's action/or activity assigned to a unit or organization to perform a specific function and/or to provide a capability or resource, (e.g., Universal Joint Task List (UJTL) and Mission Essential Task List (METL = derived from its wartime mission and external directives) concepts supporting the JTS); AND Receiving and processing readiness reports and data from service-specific increments of larger enterprise w/ regards to strategic readiness as "the ability to build, maintain, and balance warfighting capabilities and competitive advantages that ensure the DoD can achieve strategic objectives across threats and time horizons (e.g., reporting systems such as the Defense Readiness Reporting System (DRSS) and its linkage to reporting of Joint and Navy Mission Essential Tasks). Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Military Spouse Preference applicants will receive priority consideration at the Full Performance Level (FPL) and if determined to be Best Qualified at the FPL, and selected, must be placed at the FPL. A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.
