Responsibilities Supports all phases of the System Development Life Cycle (SDLC) while encompass modernizing, integrating, and transforming systems through project exploration, data conversion, prototyping, testing, development, implementation, and sustainment. Works to support internal and external audits with the system, such as FISCAM. Works to correct any deficiencies found during reviews, audits, or inspections and take actions necessary to prevent any future repeated adverse findings. Supports all assigned phases of the SDLC while encompass modernizing, integrating, and transforming systems through project exploration, data conversion, prototyping, testing, transition, development, implementation, and sustainment. Collaborates with teammates, customers, and other stakeholders to resolve system issues, and make necessary application changes using the system development lifecycle process. Lead requirements gathering efforts for system changes, working with teammates and customers to identify a definitive scope and gain concurrence and clarity on requirements that will be followed throughout the SDLC process. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: providing expert level support for financial/accounting systems; applying and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations, ensuring system compliance with those directives; developing system requirements for complex automated accounting systems from system change requests and user-provided deficiency reports; analyzes and evaluates system architecture and administration; updating system user documentation including system administration guides, quick references, and help documentation; and assisting with auditing tasks such as internal control testing (such as FISCAM) and replying to external audit requests.
