  Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER (N02-F) of COMMANDER US NAVAL FORCES EUROPE, Italy. Responsibilities You will review and evaluate budget requests. You will interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will perform analysis and reconciliation of day-to-day accounts. You will review time and attendance documents, travel vouchers, and vendor payments. You will analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations. You will work in any of the phases or systems to support the Command’s Financial Assessment Visit (FAV) Program. You will perform follow up on recommendations and tasks as a result of FAV findings and results. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Resolving issues in financial reporting and accounting systems to ensure requirements are met; 2) Analyzing finance and accounting data and reports to determine conformance with federal laws; 3) Reconciling day-to-day accounts through accounting practices; 4) Performing analysis to identify accounting discrepancies and identify solutions. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Reviewing financial data to prepare reports on financial goals; 2) Monitoring the use and expenditure rate of budgeted funds; 3) Ensuring supporting documentation is correct for time/attendance documents, travel vouchers, and vendor payments. Education GS-11 The following graduate education may be substituted for specialized experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. GS-09 The following graduate education may be substituted for specialized experience: A master's or equivalent graduate degree; OR two full years of progressively higher level graduate education leading to a master's degree; OR a LL.B. or J.D. that is related to the position being filled; OR combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Additional Information Pay Retention will be extended to eligible Department of Defense employee who applies through a formal recruitment program and is selected for a position at an overseas location. This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs. Additional vacancies may be filled by this announcement. Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. In addition to meeting all minimum qualification and eligibility requirements, ICTAP applicants must be well qualified for the position to receive consideration for special priority selection. A well-qualified ICTAP applicant is one who possesses the competencies and experience to perform the duties of the position successfully with orientation to learn/understand the activities, procedures, policies and processes. Demonstrated work experience in the occupation is typically qualifying for placement. This criterion cannot be met by education and training. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
