When you join PPGNY as F inancial Counselor you will provide individual financial counseling, screening, completion and recertification services to all clients eligible for N.Y. State of Health programs. The Financial Counselor ensures initiation, follow up, tracking and evaluation of the application process. This full-time position is located within New York City and the surrounding boroughs and involves frequent travel within the City.
DUTIES AND RESPONSIBILITIES
Direct Patient Care 50%
Interviews and screens all eligible patients in order to determine eligibility for Medicaid, or any other relevant financial assistance programs.
Initiates the appropriate application process and ensures that correct documentation is obtained from the client in order to successfully complete and submit the application.
Assists the client in Medicaid based program recertification process in order to ensure continuity of the appropriate health insurance program
Follow up and Administrative Duties (30%)
Implements varied and comprehensive follow-up strategies in order to actively assist the client in obtaining the appropriate financial counseling programs.
Represents the client in the application process and serves as liaison between PPGNY and the appropriate governmental entity (i.e. HRA, Emdeon, New York Health Options, New York State Marketplace, etc.)
Maintains detailed, confidential records and statistics, via various electronic records programs in order to track and evaluate all aspects of the financial application process.
Ability to liaison with revenue department to get appropriate documentation for billing once case becomes active.
Demonstrates competency when completing and entering applications and forms for all financial counselling programs
Maintains meticulous records of insurance applications and enrollment process
Ability to oversee and maintain a variety of confidential and sensitive records, files and reports relating to patient’s identity, insurance and health information.
Completes all responsibilities according to established protocols, policies and standard practices in the areas of ADA and regulatory compliance programs such as HIPAA
Ongoing Education and Training (20%)
Understands eligibility requirements for all health insurance and financial assistance programs provided at PPGNY
Maintains a current, working knowledge of N.Y. State Health programs (i.e. recertifying to maintain Application Counselor status on the N.Y. Health Exchange)
Participates in on-going training on legislative, administrative and procedural changes with regard to government benefit programs and changes to immigration procedures. (i.e. public charge)

REQUIRED QUALIFICATIONS
Associate degree or 2 years of work experience in Customer Service and/or general office administration
Must be willing and able to float to all five New York City health centers
Excellent follow up skills
PREFERRED SKILLS/QUALIFICATIONS
Bilingual in Spanish
Previous experience in high-volume customer service role
Basic knowledge in Public Health and Medicaid programs
Familiarity of electronic health record systems
Familiarity with New York State Health Exchange
