  Position and Project Summary

  Kaizen is seeking a Finance and Operations (F&O) Director for the anticipated United States Agency for International Development (USAID) Cambodia Localization Support Activity to support USAID/Cambodia efforts to ensure that local actors are leading Cambodia’s development. Primary services under the prospective activity will cover the three categories: support for Mission staff to improve local partnership; monitoring, evaluation and learning; and capacity strengthening for local actors. These services will assist the Mission in contributing to the Agency’s localization agenda and indicators. These efforts align with the goal of USAID/Cambodia’s 2020-2025 Country Development Cooperation Strategy (CDCS): “Cambodia becomes a more open, prosperous, resilient, and inclusive partner in the Indo-Pacific region. The F&O Manager will be responsible for management and compliance of all financial, operational, procurement and administration of the project. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID.

  Duties and Responsibilities:

  Oversee activity operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance.

  Supervise finance, security, procurement, database, and administrative operation staff; provide capacity building and mentoring to team, as necessary.

  Establish and maintain financial management and accounting control systems for activity expenditures and maintain database of accounting documents in line with USAID and Tetra Tech requirements.

  Lead preparation of budgets and financial reports for USAID.

  Keep up to date and adapt to the new requirements by Law of Royal Government of Cambodia;

  Maintain effective timeliness and quality control processes for financial and operational deliverables and financial management processes.

  Qualifications

  Masters’ degree in business administration, accounting, finance, or a related field.

  Minimum of 8 years of experience in financial, compliance, or operational role, supporting USAID and international donor projects.

  Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.

  Strong understanding of and experience developing internal control measures, implementing them program-wide, and conducting internal financial audits.

  Proven experience leading start-up/close-out, recruiting, and procurement for field-based, USAID-funded programs, remote project start-up experience is highly preferred

  Experience ensuring compliance with USAID and U.S.G requirements, based on demonstrated familiarity with FAR, ADS, and other operational guidance.

  Demonstrated flexibility and adaptability based on work experience in conflict and/or fragile operating environments

  Strong organizational, communications, and interpersonal skills and ability to network and maintain effective working relationships with diverse actors.

  Proven integrity and ethical behavior in all aspects of work

  Experience in Cambodia is preferred, regional experience is required

  Fluency in English, required

  Fluency in Khmer, preferred
