The City of Irvine is seeking a skilled professional with outstanding judgement, management skills and integrity to serve as its Finance Administrator in the Administrative Services Department. The Finance Administrator will report directly to the Deputy Director of Finance and will be primarily responsible for Treasury Services, Accounts Payable and Accounts Receivable functions of the City. Treasury functions include but are not limited to managing banking relationships, supervising the City’s investments portfolio, bond issuance and debt administration, revenue monitoring, tax ordinance enforcement, managing cash & investments, and insuring sufficient liquidity based on projected cash flows. The City of Irvine currently has a total investment portfolio in excess of $1.92 billion and administers over $1.4 billion in outstanding special district obligations. The Treasury section also handles central cashiering.
Your Impact
Assist City Treasurer in the direction of City treasury operations including portfolio management and analysis, banking activities, central cashiering, tax levy and collection, assessment district debt issuance and administration and related accounting.
Supervise the day-to-day Cashiering, Accounts Payable and Accounts Receivable functions of the City.
Supervise, train, and evaluate professional, technical, and clerical staff, including establishing and scheduling work assignments.
May perform the City Treasurer’s tasks in their absence.
Plans, organizes, and participates in the City’s bond issuance process including coordination of financing team, preparation of reports and other complex legal documentation; supervises day-to-day debt administration activities and reporting obligations; recommends bond refinancings to facilitate the reduction of debt service.
Supervise and approve daily cash management activities; administer bank contracts; review and prepare various cash flow reports.
Administer City tax process and ordinances.
Coordinate and participate in the development and implementation of computerized fiscal forecasting models for both short- and long-term projection.
Prepare and present oral and written reports regarding fiscal activities pertaining to treasury, accounts payable and accounts receivable.
Maintain working knowledge of applicable government and generally accepted municipal accounting practices and standards, required reporting, information sources, and automated fiscal systems applications and operation, as well as various administration techniques & management principles.
Provide financial knowledge and expertise to various City task force and committees; Conduct specialized policy and procedural training to City staff at all levels.
Supervise and participate in various complex financial analyses and planning.
Assist external auditors during the audit process by providing documents and reports upon request. Implement procedural changes recommended by the auditor.

Minimum Qualifications
Bachelor’s degree in Accounting, Business, Public Administration, or related field.
At least six years of increasingly responsible governmental finance experience including some in a supervisory capacity, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Possession of, or ability to obtain, a valid California driver's license.
Certified Public Accountant license preferred.
