  Job Description

  This position is located in the Division of Vocational Rehabilitation (DVR) Financial Payments Section within the Bureau of the Comptroller at the Department of Education. This section is responsible for the Division of Vocational Rehabilitation’s internal financial and accounting operations, which include contractual and grant payments, accounts payable, travel and purchasing card, revenue and client services. This position is responsible for the coordination, supervision, and management of the DVR Financial Payments Section. This position requires independent judgment and analysis of matters related to federal and state financial management and reporting activities. The duties of this position are to provide direction, technical assistance, guidance and consultation to the DVR leadership and grant program managers.

  Specific Responsibilities

  Supervision, Evaluation and Training

  completes employee performance evaluation in a timely manner addresses and corrects employees’ poor performance

  holds regular staff meetings

  schedules leave time

  provides back-up to other areas as needed

  coordinates the training of associates on the use of accounting codes

  provides on the job training for employees

  Financial Management

  conducts monthly and quarterly meetings with managers to review: grant activities

  reporting requirements

  grant expenditures

  obligations

  matching requirements

  program income

  policies and procedures

  after analysis, consults with managers to review areas of concern and develop solutions for grant operational problems

  develops federal financial reports for review and approval by supervisor, as required by the Federal Rehabilitation Services Administration (RSA) based on appropriate accounting principles and practices ensures prompt and timely reporting of all financial transactions with appropriate analysis and reconciliation of grants expenditure and revenue

  reviews expenditures based upon appropriate cost principles and other State, Federal, Departmental or Divisional guidelines

  ensures closeouts are prepared for all Federal Grants

  ensures that all revenue is reconciled to GAPS

  reconciles DVR Clients Services Revolving Funds

  manages contract receivables including billings, collection of revenues and reconciliation of contract for school boards, ADM and developmental services

  Reviews and Reports ensures appropriate entries are made in the accounting system in a timely manner and discuss issues affecting these areas with supervision and DVR Management with recommendations for corrective actions

  recommends and develops accounting policies and procedures to ensure uniform practices for expending federal and state funds provides, in a timely manner, assistance to State and Federal Auditors with requested information including:

  documentation

  explanations

  analysis

  assist with annual Financial and Technical assistance reviews from the Federal Rehabilitation Service Administration and Internal Auditors and Monitors provides documentation, oral and written responses related to audits, monitoring and reviews

  respond to requests for information regarding audits and reviews

  provides appropriate feedback and coordination of audit responses

  reviews DVR grants and contracts

  assigns contracts and grant numbers

  provide assistance and responses to both internal and external DVR customers in a professional and timely manner

  reviews, establishes and distributes accounting codes and reports to DVR associates

  assists with developing and maintaining appropriate cost allocation systems for the grant area relating to payroll, leases, travel, indirect cost and other related expenditures

  new federal requirements to increase accounting processes and oversight for basic support grant for Pre-employment Transitional Services (PETS) and Workforce Innovation & Opportunity Act (WIOA)

  Knowledge, Skills & Abilities

  BACKGROUND SCREENING REQUIREMENT

  It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
