Project OverviewThe Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Concurrent with the execution of Stage 3, Bechtel LNG Plant Support Services (PSS) will maintain an active construction presence on site to assist the customer with various brownfield and small greenfield scopes. These scopes will range in complexity from simple studies and site remediation to mid-cap EPC projects and coordinated shutdown critical path activities. These works, as they will take place in the Stage 1 and 2 facilities post turnover, will be fully adherent to the Owner’s control of work policies.
Position SummaryThe Plant Support Services (PSS) Field Project Controls Engineer is responsible for supporting the PSS Lead Project Controls Engineer with cost, planning, and scheduling for the PSS program; schedule development, maintenance, monitoring, and recovery planning; 3-week and 90-day lookaheads; subject schedule development and staff planning; and general support activities.
ResponsibilitiesDevelops cost/schedule data for proposals or contract negotiations, as directed.
Performs routine quantity takeoffs or quantity estimates using parameters for all commodities within a discipline or other specialty from engineering and construction drawings. Develops quantities for undefined scope assumptions, or verifies quantities provided by others.
Assists in developing specific codes of accounts, as directed.
Performs performance monitoring and control functions for specific applications.
Performs routine data analysis and development, as directed.
Assembles and compiles estimate data and prepares specific budget categories in accordance with prescribed standards and procedures.
Develops and applies unit rates (cost and job hour) to quantity factored estimates within a discipline or specialty, as directed by others.
Performs assigned tasks related to establishing and/or implementing cost standards for recording, reporting, and analyzing performance data.
Assists in investigating requirements for estimating and/or cost control data.
Collects and classifies cost engineering data, as directed.
Gathers and prepares actual job hour, work force, revenue, and cost data for Project Financial Status Reports.
Identifies scope associated with schedule activities, as directed.
Identifies work activities within a discipline area or specialty. Assists in identification of schedule milestones.
Compiles durations for activities within a discipline or specialty.
Determines work sequences for a specific discipline or specialty. Identifies inter-discipline constraints or interfaces that define activity sequence. Works with the performing organizations and units to determine information requirements in support of milestone events and project needs.
Develops quantity/workforce requirements for design installation, or work force requirements for a discipline or specialty, as directed. Performs quantity and work force resource loading, as directed.
Assists a discipline or specialty in developing individual work plans and overall requirements. Gathers required information from other disciplines or groups and formulates schedule commitments.
Identifies critical activities within a discipline or specialty relative to interfacing with other disciplines or supporting overall project schedules.
Performs assigned tasks related to establishing and/or implementing standards and techniques for updating and monitoring schedule data needed for effective schedule control.
Reports schedule deviations for an assigned discipline or specialty and recommends corrective action/work around solutions for project considerations.
Collects study information and verifies accuracy of data. Works with discipline of specialty groups to develop cost related study support data.
Gathers and verifies data on schedule, work force, and quantities to update and status discipline or specialty progress and performance reports. Identifies activities that have a critical or potential impact on schedule.
Qualifications and SkillsBasic Qualifications
University/B.S degree in Engineering, Business, Finance, Construction Management, or related field plus 2 years of experience or 6 years of equivalent industry experience in-lieu of a degree.Additional QualificationsExperience performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
Knowledge of financial report systems and controller account codes, and understanding of Controller instructions, which impact Project Controls.
Demonstrated ability to be proactive in determining project direction and communicating that direction to the supervisor.
Must have an advanced working knowledge of Excel and Intermediate to advanced knowledge of the remainder of the Microsoft Office Suite.
Knowledge of standard industry automation tools used in construction planning.
Knowledge of and demonstrated experience in directing some planning and scheduling functions.
Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
Preferred QualificationsDemonstrated ability to motivate and interact with team members effectively & positively in a collaborative team environment.
Demonstrated ability to problem-solve in high pressure situations.
Any field experience in cost and/or planning on an LNG construction site especially along the U.S. Gulf Coast.
Any field experience in cost and/or planning on a lump sum project.
Any field experience in cost and/or planning on a heavy industrial direct hire construction project.
Any experience in cost and/or planning on a major project.
Intermediate knowledge and understanding of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
Intermediate knowledge of Primavera (P6), TeamWorks, and SetRoute.
Proficient in other Bechtel Project Controls tools and processes.
Additional InformationThis position has responsibilities that include exposure to changing environmental, construction and operational conditions. Construction site activities the successful candidate may be required to perform include but are not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces for short periods of time. Candidate must be able to use standard issued Personal Protection Equipment (PPE).
