  GIBSON ELECTRIC MEMBERSHIP CORPORATION FIELD AND COMPLIANCE ENGINEER Position Summary: Surveys, prepares staking design, and stakes electric distribution lines to (1) provide members with safe, reliable and economically engineered electric service; (2) achieve high member satisfaction; and (3) meet code, policy and specifications requirements. Systematically inspects electric lines and equipment from substations to meters for compliance with NESC and preferred construction and maintenance standards, communicates issues that should be addressed, and follows up to ensure issue resolution. Essential Duties: Follows all safety rules and proceduresWorks professionally and courteously with residential, commercial and industrial members to determine service needs while striving to meet expectations. Provides information (including code requirements); answers questions and complaints regarding the design and installation of service according to member service policies Promptly and courteously responds to member inquiries and complaints. If resolution extends beyond established authority, alerts Field and Compliance Engineer Team Leader. If problem involves multiple members, is of a particularly serious nature, or involves a substantial amount of money, alerts Manager of Engineering Plans new lines (single-phase, multiphase, overhead or underground, and fiber). Plans include, but are not limited to: all construction units, transformer sizing, conductor sag, conductor size, pole size and height, and anchoring requirements Secures all permits required for construction Plans for special material needs and assists with the coordination of material ordering to ensure timely delivery Prepares and issues detailed staking sheets for rebuilds, new construction, retirements, and sectionalizing. Specifies phasing on multiphase lines Secures easements and right-of-way permission (including tree trimming), specifying location and size of the easement corridor. Drafts, executes, gets notarization, and records all required easements Prepares cost estimates on all work plan jobs. Prepares cost estimates when contribution-in-aid charges are applicable Coordinates with Key Accounts Representative in the preparation of power contracts, monthly investment contracts, and seasonal contracts, as neededPlans and coordinates construction with townships, city, county, state and federal agencies, other outside utilities (such as telephone companies, cable TV companies, other power companies, and contractors). Represents the Cooperative at pre-construction meetings to communicate Gibson EMC's plans and concerns, if any. Releases completed prints Monitors construction activities and ensures necessary changes are made (related to safety violations, conditions or changing circumstances) Coordinates work of contract staking crews and contract construction crews Helps maintain correct mapping and facilities information including pole attachments, record units, field inventory, etc..., and provides information to the GIS Coordinator Checks lines from substations to meters for compliance with NESC and preferred construction and maintenance standards. Identifies existing and potential problems, including code violations, and provides information to appropriate personnel. Tracks progress and completion of work orders and maintenance orders Alerts Forestry Supervisor of areas that need to be trimmed (hot spots). Makes recommendations to Field and Compliance Engineer Team Leader regarding process improvement and problem resolution when independent action would exceed scope of authority Complies with Gibson EMC's policies prohibiting harassment and discrimination and immediately reports possible violations to VP of HR and Member Services Complies with Gibson EMC's Drug-Free Workplace policy and immediately reports possible violations to division VP and VP of HR and Member Services Complies with all policies, safety rules and procedures; and immediately reports possible violations to division VP and VP of HR and Member Services. Notifies Safety Coordinator, Field and Compliance Engineer Team Leader, Manager of Engineering, VP of Engineering and Operations, and Benefits Specialist immediately following accidents (injury and property). Ensures accident reports are completed appropriately and provided timely to Benefits Specialist Attends all safety meetings. Participates in other training to stay technically and professionally competent; and gain exposure to best practices Assists with annual meeting as needed Promotes electricity and member participation in all Cooperative programs Performs other duties as assigned Equipment Requirements (must be able to effectively use): Cooperative vehicles (including pick-up truck, UTV, and forklift), two-way radio, personal computer, printer, copy machine, facsimile machine, telephones (desk and cell/smart), calculator, volt meter, transit, GPS, and other surveying equipment Software Requirements (must be able to effectively use): General Accounting, Member Accounting, e-mail, mapping, word processing, spreadsheet, Futura Mapping and Staking; and conductor/conduit sizing and loss programs Education Degrees, Certificates, Licenses, and/or Training: Required: High School Diploma or equivalent, with successful completion of courses in Algebra I and Algebra II Courses in keyboarding, basic electricity, and member service Valid Class D Driver's License Preferred: Associates degree, with emphasis in math and science Courses in electric utility staking, electric codes, and system planning Vocational certificate (including courses in surveying; electrical or mechanical engineering; drafting; and computer) Valid CPR/First-Aid Certificate Experience, Knowledge, Skills and Abilities: Required: Two years of experience in distribution staking or line work One year of experience in member contact Knowledge of materials and equipment used in electric utility distribution Knowledge of APPA Safety Manual, RUS and Gibson EMC construction specifications, the National Electric Safety Code, the National Electric Code, CPR, and OSHA regulations  Knowledge of proper distribution line engineering practices Ability to effectively and courteously communicate in person, by radio, and telephone  Ability to effectively and professionally communicate in writing Ability to maintain professionalism and effectively accomplish job duties in stressful situationsAbility to effectively resolve non-routine problems Ability to effectively perform multiple tasks simultaneously Ability to effectively plan and organize work to meet deadlines under pressure  Ability to perform functions used in complex math Ability to draw staking sheets Ability to interpret maps and technical drawings Ability to maintain confidentiality of externally sensitive/protected information Preferred: Three to five years of distribution staking experience in an electric utility Physical Requirements (must be able to): Distinguish colors; exhibit depth perception; extend neck to look above, down and side to side; reach overhead, forward and to the side; extend back; use both hands and fingers; bend/stoop, squat/crouch; twist; sit/stand for long periods of time; walk long distances and on uneven terrain; maintain arm-hand steadiness; climb a ladder; lift, carry, push and pull weights of up to 75 pounds Working Conditions (must be able to): Work eight hours per day, five days a week Respond immediately to 24-hour call-out and work overtime as needed, including weekends, nights, and holidays Work outside in inclement weather, including temperature extremes Work with exposure to hazards including electrical, mechanical, insects, spiders, snakes, dogs, and other animals Drive throughout the Cooperative's service area Travel (including overnight and outside Gibson EMC's service area) Important: This position description is not intended to be all-inclusive; other duties may be required as assigned.
