Overview
The Executive Vice President, Chief Financial Officer (CFO) shall be responsible for the financial budgets and operations of the organization. The CFO shall be responsible for developing and implementing the annual financial plan to support the annual business plan.
Qualifications
Bachelor’s degree in Finance, Accounting or related field required; Master’s degree preferred. CPA, FSA, or other professional financial certification preferred.
Fifteen (15) years of financial experience including but not limited to Accounting, Actuarial and Underwriting required.
Ten (10) years of management experience required.
Proven project management skills with ability to plan and implement projects on time and within budget. Experience with strategic and annual financial planning.
Strong financial, analytical, and negotiation skills and experience.
Extensive understanding of information technology and the ability to apply specific technologies to maximize the effectiveness and efficiency of the organization.
Strong oral and written communication skills, including public speaking experience.

Strategic Thinking
Maintain an awareness of industry and market best practices, as well as external benchmarks to contribute ideas and efforts to the achievement of strategic goals.
Conceptualize and help develop the department and company vision.
Work across functional lines and collaborate with different departments to achieve common goals.
Provide analytical/financial and risk-based modeling to the leadership team to analyze opportunities.
Leadership
Hire individuals who demonstrate job competencies and qualifications, as well as the Independent Health values.
Align associate goals with the organization’s Mission, Vision and Strategic Imperatives. Manage priorities daily to create an environment where goals are achieved.
Develop a high performing team that collaborates effectively with all areas of Independent Health.
Inspire others to learn and grow. Actively practice succession planning and develop the team’s capabilities. Provide frequent and regular coaching to build skills and create best practices to achieve goals.
Demonstrate and delegate tasks to ensure individuals receive ongoing challenges to increase skills and competencies. Check for understanding and assist individuals in problem solving.
Build systems of accountability utilizing such tools as the annual performance review process and pay-for-performance system. Recognize good performance and celebrate successes.
Address performance deficiencies immediately, following the IHA Corrective Action Process.
Build and maintain effective communication systems to ensure clarity in roles, priorities, and focus.
Finance Leadership
Annual Financial Plan – Lead the development of the annual financial plan. Assure successful implementation and oversight of the plan and development of metrics to measure progress against goals.
Product Financial Plan – Ensure integrity of product rating to meet annual financial plan in the context of competitive environment.
Budget – Provide the parameters within which to develop the administrative and medical budgets in concert with key management personnel. Ensure adequate resources are incorporated into budget process and facilitate the reporting of the actual results. Ensure successful completion of annual operating audits.
Reporting/Performance Management – Align management and associate bonus metrics across the enterprise process model. Calculate associate bonus achievement based on results performance. Ensure communication of progress against established goals.
Financial Management – Serve as pension trustee and coordinate all pension activity. Serve as President of Captive Insurance Company and coordinate all related activities.
Monthly Financial Statement – Provide oversight.
Actuarial Leadership
Ensure the organization complies with all regulatory requirements pertaining to existing and new product rate filings.
Review actuarial opinions in the various rate filings.
Develop and update the annual rating manuals by product.
Prepare and develop the annual medical expense budget while coordinating with Health Care Services on overall trends as well as non-claims expense components.
Develop the premium rates for all products.
Ensure accurate, thorough, and timely preparation of monthly and annual loss ratio reports by product and line of business.
Accountable for the actuarial calculation and risk model performance reconciliations.
Underwriting Leadership
Accountable for the Underwriting function with the calculation of large experience rated groups.
Ensure the financial prudence of the use of underwriting judgement.
Informatics Leadership
Oversee the development of information strategy and analytics in order to drive business decisions and competitive advantage.
Champion value creation from data collection, enterprise information management, data exploitation, advanced statistical modeling and analytics, and creating data-enabled strategies to support overall corporate goals and departmental initiatives.
Work collaboratively with all business units and provide consultation on the implementation of effective solutions.
Network Contract Management Leadership
Provide strategic direction and operating objectives for developing and implementing the enterprise-wide provider strategy for all provider types (i.e., hospitals, physicians, and ancillary providers).
Oversee and become involved as necessary in provider activities such as negotiations, provider network solutions, management of provider relationships and other activities related to provider reimbursement and provider reimbursement analytics.
Collaborate with all business unites and executive leaders on the enterprise-wide provider strategy.
Compliance & Administration
Ensure the department is meeting or exceeds all compliance requirements.
Ensure all HIPAA laws and regulations are being followed.
Ensure support of external audits whenever needed.
Promote and support organizational learning. Engage in and encourage staff to embrace continuous learning principles and activities.
Promote and utilize industry, competitive and product intelligence for planning, operations, budgeting, and performance management. Ensure dissemination and use of information in project and process work. Capture and apply key learning’s from past practices.
Develop and coach corporate leadership. Ensure the best people are in place to drive business results. Provide the leadership necessary to maintain a motivated, productive, and competent team through open communication and delegation of responsibilities with appropriate accountabilities.
Coordinate projects with annual financial plan. Monitor and review progress of projects on a timely basis as required. Apply the business decision making model to prioritize projects. Ensure the resources, tools and training are in place to support projects as needed.
Monitor product budgets and evaluate effectiveness. Manage exceptions/outliers. Ensure resolution of higher-level conflict as needed.
Hiring Compensation Range: $400,000 - $500,000 annually
Compensation may vary based on factors including but not limited to skills, education, location and experience.
In addition to base compensation, associates may be eligible for a scorecard incentive, full range of benefits and generous paid time off. The base salary range is subject to change and may be modified in the future.
