POSITION TITLE: EVANGELINE’S HOUSE PROGRAM MANAGER
STATUS: FULL-TIME
SUPERVISOR: DIRECTOR OF SOCIAL SERVICES

SCOPE OF POSITION:
Responsible for Evangeline’s House Program operations within contractual requirements. Ensure temporary shelter, care, compassion, meals, and supervision are provided for up to six Washington State Foster Care youth (10-17 years) and emerging adults (18-20 years) in emergency placement situations for a maximum of 30 days while awaiting placement.
EDUCATION AND WORK EXPERIENCE:
Bachelor’s Degree in Social Work, Education, Counseling, or closely related field required or 5 years experience in the field.

Pass a Criminal Background Check

Free from communicable diseases as indicated by health screening for TB
Minimum 21 years of age

Capable of auditory and visual oversight of children’s behavior
Able to verbally interact with children
Emotionally mature and stable in order to provide consistency, structure, and nurturing
Minimum of two years of professional experience working with children required
One or more years of supervisory experience preferred
Organizational and interpersonal skills
ESSENTIAL DUTIES:
Supervise and coordinate childcare workers and shift supervisors
Coordinate special needs of individual children
Ensure implementation of program structure
Ensure the physical needs of the program are met
Work with Manager of Human Resources to advertise and interview for vacant positions
Screen, interview, check references, initiate DSHS child abuse screenings for potential applicants
Orient new employees to agency’s programs and procedures, and the specific position functions
Conduct twice-monthly lead meetings and monthly staff meetings
Annual reviews completed on each employee
Schedule employees per licensing rations and adult supervision standards
Provide back-up for staff to ensure staff coverage
Review all employee's timecards, audit for errors, and sign the beginning of each week
Serve as 24 hour on-call resource for supervisors
Ensure medical appointments are scheduled to meet all children’s medical needs
Arrange transportation for children’s appointments as needed
Make arrangements to provide for the cultural needs of all children
Work with the Homeless Education team to ensure children are enrolled and attending school
Intervene with DSHS, counselors, therapists, teachers, and parents when necessary
Work directly with DSHS regarding placement and movement of children
Report incident reports and suspected abuse/neglect
Oversee the scheduling of supervised visitations with parents as requested by DSHS
Refer children for counseling, developmental, psychological, medical, and dental services
Oversee an activity program and calendar
Monitor/review/revise/implement the point and level system procedure
Oversee operations under The Salvation Army’s mission statement and ministry to children
Oversee contract and WAC compliance
Work with DSHS Licensor, contract administrator and Health Dept for audits and compliance. Maintain supply inventory as necessary
Submit repair requests to maintenance
Conduct monthly fire drills and report results in writing
Coordinate the use of facility space for maximum utilization and safety
Assist in development/revisions of program and practices
Review/recommend/revise program forms utilized by employees
Write and modify policies and procedures as needed
PHYSICAL REQUIREMENTS:
Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
Grasp, push, pull, objects such as files, file cabinet drawers, carts, doors, and reach overhead
Operate a telephone
Operate a desktop computer
Access and produce information from a computer
Understand written information
Lift up to 30lbs on a regular basis
Sweep, clean, shovel snow, and perform other janitorial tasks as needed

COVID-19:

Once a conditional offer has been made and then accepted by the applicant, The Salvation Army may then ask specific questions about vaccination status, if applicable. If the applicant requests an exemption, then processes described in this summary should be followed.

Parental Leave: The benefit is 40 hours of Paid Leave for qualifying events.
Sick Leave: 12 days of Sick Leave annually accruing from day one, eligible for use after three months’ service time.
Paid Vacation:
Two weeks annually, accruing from day one, for non-exempt positions.
Four weeks annually, accruing from day one, for exempt positions.
Accrued vacation is eligible for use after six months’ service time.
Paid Holidays: 13 designated holidays + 1 floating holiday per year
