Title: Evaluation Specialist - CHC

Purpose: The Evaluation Specialist position involves the conceptualization, design, and application of scientific research methods to assess the design, implementation, improvement, or outcomes of a program in a variety of topical areas that impact public health. The position requires comprehensive expertise in planning and facilitating various types of evaluation, including organizational assessments, performance or program monitoring, and formative, process, outcome, and impact evaluation studies. The evaluation specialist leads and provides consultation to others for evaluation design, methodology, data analysis and interpretation, and development of reports and other communication and dissemination products.
Duties and Responsibilities:
Evaluation Design and Implementation:Independently conceptualize and design mixed-methods evaluation projects by selecting appropriate approaches and methods to meet client goals and project objectives.Aptly and realistically apply knowledge of evaluation theory and rigorous design principles in practice-oriented, community settings.Work closely with partners using collaborative or participatory approaches to develop logic models, evaluation plans, performance measurement plans, sampling plans, protocols, instruments, and data analysis plans.Strive to meet evaluation practice standards of feasibility, utility, accuracy, cultural competence, and ethics.Implement complex mixed methods data collection methodology that produces reliable, valid data.Autonomously oversee and conduct data collection and management, including quality assurance procedures.Oversee or conduct qualitative and quantitative statistical analyses within a range of complexity.Engage clients and partners in interpretating data and translating findings into meaningful actions or recommendations.Develop reports, presentations, and other dissemination products based on priorities and needs of the client, partners, and funder.Ensure sensitivity and responsiveness to issues of human participants' research protections, safety, confidentiality, privacy, cultural values, and language.
Evaluation consultation:Provide in-depth consultation, training, and technical assistance on evaluation design and implementation, procedure and instrument development, data analysis, and reporting to MPHI clients and partners, and MPHI staff when necessary.Develop resources and educational materials, planning and process guidance, or other information to support project activities and program capacity building in evaluation.Provide mentorship and guidance in evaluation concepts and methods to support the development of team members.Support quality and excellence in the Center's projects by reviewing evaluation plans, tools, and reports as requested by colleagues.
Project development:Remain current on literature in evaluation science and Center-related areas of expertise.Contribute substantively to project development activities, including the identification of funding opportunities; conceptualization, writing, and production of proposals; conducts literature reviews to inform proposals; creates and nurtures relationships with partners and identifies opportunities for collaboration on new projects or for expansion of projects to address gaps and emerging issues.
