Description:
The City of Palo Alto's Zero Waste Group has an exciting opportunity for an Environmental Specialist position. The Environmental Specialist is essential to maintain environmental compliance with local and state regulations pertaining to hazardous waste management and environmental compliance at the closed landfill/Byxbee Park. This position will assist in ensuring the safe and proper management of the City's hazardous waste, the management of the City’s Household Hazardous Waste (HHW) Program, the proper management of the City's landfill environmental control systems, and the continual compliance with the State, Federal and local regulations including permits, reports, taxes and fees, and inspections.

Ideal Candidate
The ideal candidate will have the following skills, knowledge, and experience:
Excellent verbal and written communication skills
A technical attention to detail with an aptitude for understanding environmental regulatory requirements and communicating them to others.
A passion for waste reduction and understanding of the concepts of the waste hierarchy and extended producer responsibility.
A strong math and science background, including foundational knowledge in chemistry or environmental science.
Experience working with consultants, service contractors or maintenance contractors
An understanding of how to write scopes of work documents and specifications for projects.
A high level of comfort working in Microsoft Office (Word, Excel, Outlook, etc.).
Proven customer service skills to answer questions from the public about hazardous waste.
A demonstrated willingness to work with others and collaborate effectively and is also able to work independently on projects with little supervision.
Ability to read and understand topographical maps.
40-HR HAZWOPER training or ability to obtain within 6 months of hire.

Essential Duties:
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Under direction, ensures that the City's landfill is following State and local regulatory and permit conditions and that reporting, post-closure maintenance, and monitoring of the landfill and the environmental control systems are performed.
Assists in overseeing the City’s HHW Program and ensuring compliance with regulatory requirements and reporting.
Assists in overseeing the proper management of City departmental generated hazardous wastes, including tracking, and signing manifest for all City generated hazardous waste and reporting quantities to the state.
Coordinates cleanup of emergency spills using City's emergency response contractor.
Prepares technical scopes of work for requests for proposals and collaborates with the City’s Administrative Services Department to procure goods and services.
Assists in overseeing various contracts, contractors, and consultants.

Minimum Qualifications:
Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities, which would typically be acquired through:
Bachelor of Science degree in environmental sciences or equivalent, including civil engineering course work or other related curriculum. and
Two years related experience.
Special Requirements:
