Responsibilities You will: Responsible for influencing, formulating and overseeing the development and maintenance of national emergency response and removal program policies (consistent with the Comprehensive Environmental Response, Compensation, and Liability Act, the Oil Pollution Act, the Clean Water Act, and Stafford Act) guidance, and procedures, which also includes homeland security functions within the program. Serve on intra-and-inter-agency workgroups and as a team member for sub-work groups to assist in the formulation, revision, and implementation of policies and procedures. Determine training and, as directed, conduct training in certain functional areas for regional offices on new policy matters. Review, analyze, and keep current on draft legislation and regulations, policies and procedures, developed by other EPA offices, Federal agencies, and organizations, that could impact the emergency response and removal program. Provide oversight and technical direction to staff who have acquisition management (contracts, grants, IAs, etc.) responsibilities, ensuring Agency’s acquisition management policies and federal ethics regulations are followed. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Qualifications We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing guidance to internal and external stakeholders on emergency preparedness and response issues; and evaluating and/or implementing policy guidance or procedural material pertaining to emergency preparedness and response. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of incident management and environmental response concepts, principles, and practices as they are applied to multi-media/multi-jurisdictional environmental emergencies. Knowledge of environmental legislation, such as Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Oil Pollution Act (OPA), the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), and Robert T Stafford Act. Knowledge of program and policy analysis. Skill in oral communication. Ability to represent the Agency in national and international forums. Ability to develop or interpret technical or policy guides. Skill in written communication. Skill in identifying and analyzing problems and coordinating solutions. Ability to review and update control measures for on-site contractors, identifying any actual, potential, or apparent conflicts of interest.
