  Your Specific Responsibilities:

  The Environmental Supervisor II -SES position is a senior leader with the Florida Department of Health in Okeechobee County’s Environmental Health office and is responsible for the supervision, planning, coordination and operation of the Environmental Health department and to those sub-contracted through the Department of Environmental Protection and the State Health Office. Is a professional position involved in the prevention of disease transmission caused by environmental factors and the environmental investigation of illness outbreaks in conjunction with the epidemiology office? Includes administration, operation, enforcement/regulatory actions and quality control of assigned environmental programs serving the needs of Okeechobee County. The incumbent exercises independent judgement in making decisions and formulating or assisting in the formulation of policies and procedures which have significant impact on administering environmental programs, shaping agency policy and decisions, personnel administration, and preparation and administration of departmental budget. Provides primary response to requests for assistance and information, acts as the program’s liaison with the county and other agencies for proposed facilities. Responsible for supervising staff, including hiring and selection, planning and direction of work activities, providing appropriate training, performance appraisals, approving leave, and taking disciplinary action as appropriate. Responsible for securing the designated information for the purpose of protecting confidentiality, data integrity, and appropriate access for all confidential and public record information which is stored in hard copy or electronic formats. This position functions under the general direction of the DOH-Okeechobee Administrator.

  Responsible for management of the Onsite Sewage Treatment and Disposal System (OSTDS) program including permitting and inspections of engineering submittals for the design of both individual and public wastewater disposal systems; evaluation and surveying building sites; plans and evaluates soil data analysis to determine feasibility of proposed development. Approves, denies or recommends modifications to create conformity with appropriate Florida Administrative codes. Coordinates the above with other regulatory agencies, other county health department staff, architects, engineers, builders, developers and city/county governments. Has decision making authority within the wastewater program and is primary input source on policy decisions. Inspects individual sewage systems for compliance with appropriate codes. Prepares reports, special investigations, letters of approval, denials and other similar documents relating to septic system programs. Oversees review and inspections of Business Tax Receipts.

  Oversees inspections for Limited Use water systems and issuing of well permits on new and repair systems and other well permitting delegated by the South Florida Water Management District installed in Okeechobee County. Oversees evaluations and final construction approvals for Limited Use water systems on new, existing and repairs. Oversees sampling and monitoring of systems for compliance. Oversees well database and online electronic archive system. Assist and identities PACE EH projects that local EH can participate in.

  Manages and oversees other environmental health facility programs including Food Hygiene, Biomedical Waste, Group Care Facilities, Hazardous Waste screenings, Body Art, Tattooing and Tanning, Migrant Labor Camp inspections, Mobile Home/RV Parks and Swimming Pools according to State Administrative Codes. Provide timely and appropriate respond to sanitary nuisance complaints, and Rabies Prevention and reporting,

  Manages and oversee the Department of Environmental Protection’s Petroleum Storage Tank grant including inspection and permitting the underground and agricultural storage tanks for Okeechobee, Highlands, Hendry and Glades counties.

  Reviews all inspection records and supporting documents generated by the staff under their supervision. Maintains records of work performed. Ensures all work is appropriately submitted into EH database or other approved database. Maintains and coordinates all EH audits and measures to ensure DOH-Okeechobee meets compliance and completes any necessary corrective action plans. Provides routine reports and data analysis to Administrator. Provides environmental health public service and press release information as needed.

  Prepares and oversees the departmental budget, working with the business manager to formulate, monitor and maintain Environmental Health budget ensuring timeliness, accuracy and financial sustainability and that all revenues/fees and expenditures are earned and disbursed appropriately following DOH policies, procedures and state statutes. Completes and approves timesheets, EARS/DARS and ensures travel and performance evaluations are completed and submitted accurately and by established deadline without supervision. Approves all Environmental Health purchasing in the MyFlorida Marketplace State Purchasing systems to ensure purchase is needed, allowable and charged per state regulations and policy.

  Keeps County Health Department Administrator notified of issues or anything that may become a potential problem and recommends changes. Attends and participates in departmental senior leader and professional meetings, training sessions, and monthly EH conference calls to ensure efficiency and effectiveness of operations. As a member of the management team, participates on the Performance Management Council creating and coordinating Strategic Planning, Accreditation requirements and Quality Improvement Projects. Directs all Environmental Health disaster management and all hazards’ activities to ensure appropriate staffing and inspections in times of critical events. Performs other duties as directed by the Administrator.

  Required Knowledge, Skills, and Abilities:

  Knowledge: Knowledge of Environmental Health programs, applicable Florida Administrative Codes and DOH regulations and of the equipment required for the position’s, principles and analytics techniques of the physical and/or natural sciences ,working knowledge of State Accounting system (FIRS), State statutes, rules and regulations, other state resources (HMS) and purchasing, accounting and budgeting principles, practices and procedures as they pertain to the program’s business functional areas. Knowledge of the principles and practices of management and supervision.

  Skills: Navigates the internet, uses office suite including Excel spreadsheets and necessary systems/software and standard office equipment and supplies related to the position.

  Ability: Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs. Ability to collect, evaluate, analyze and interpret scientific and technical data. Ability to independently manage multiple work assignments according to applicable State of Florida and DOH rules, regulations and procedures with minimal supervision. Takes direction; accepts constructive criticism and responds and implements suggestions for improvement.

  Communicate Effectively : Takes initiative to communicate accurate, up-to-date plans and information to peers and management. Expresses thoughts clearly, both verbally and in writing. Listens and understands the views of others.

  Problem Solve/Creative Thinking : Develops new insights into situations and applies innovate solutions to make organizational improvements. Ability to collect, analyze and interpret accounting data and prepare financial reports.

  Customer Service/Human Relations : Establish and maintain effective working relationships with others. Projects a positive image of the OCHD.

  Time Management: Manages a variety of responsibilities in a timely, efficient manner and is able to prioritize tasks, plan, organize and coordinate work assignments.

  Ability to Supervise : Responsible for the supervision of staff including conducting performance appraisals, determine work priorities, planning and directing work assignments and ensuring completion, approving leave, hiring and taking disciplinary action as needed.

  Qualifications:

  Minimum:

  Valid Driver’s License required

  Bachelor’s degree from an U.S. accredited college or university with a minimum of 30 credit hours in a related science field (Environmental Health, Environmental Science or a Physical or Biological Science) is required.

  Emergency duty - Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency operation functions required of the incumbent include working in Special Needs or Red Cross Shelters, or to perform other emergency functions, including but not limited to responses to threats involving any disaster or threat of disaster, man-made or natural. Employees may be expected to report to a Special Needs Shelter located outside of the county if Okeechobee County moves their Special Needs Shelter to a regional shelter.
