Based out of our Reston, VA, or other US office, you will support the efforts of our Federal, State, and Local agency clients to evaluate and implement their priority objectives. Support to the US Environmental Protection Agency (EPA) Office of Water and Office of Wastewater is a primary focus area for this position. You will collaborate with diverse teams at Jacobs such as our broader federal team, our advisory solutions team that includes economic, financial, and grant funding specialists, the government relations team, transportation and water planners and engineers, economists, resiliency specialists, and many others to meet our clients’ needs.

As an expert in federal, state, or local water or wastewater infrastructure funding programs, you will work to support technical and financial projections and analyses of program initiatives, develop training and other presentation materials needed to communicate new program initiatives to agency staff and to broader stakeholder groups applying for funding through federal programs. You will support EPA and other agencies in conducting training and technical assistance and support development of guidance documents to aid in the implementation of federal program initiatives.

You may also work with our Infrastructure Funding and Grants Team to support regional and community clients with innovative financing strategies, the preparation of State Revolving Fund applications, pre- and post-award compliance assistance, and program management activities across the US. Specific responsibilities that the Career Level Water Consultant is envisioned to hold include:

Lead development of technical, economic, and financial analyses of federal funding initiatives for water, wastewater, drinking water, and/or stormwater.

Develop training and other presentation materials for Federal policies and programs.

Conduct training for federal agency staff, state agencies, and broader stakeholder groups focused on water resources.

Provide technical assistance to states and other entities as required by Federal agency assignments.

Coordinate with colleagues at Jacobs to develop responsive scopes of work and budgets for assignments identified by Federal agencies.

Support business development work through our Jacobs’ sales team and Client Account Managers in developing scopes of work and qualification statements for proposals to agencies related to technical support.

The typical salary range for this position is $100,400 to $175,600 and is commensurate with experience relative to the position.

Here’s what you’ll need :

Bachelor’s degree in finance, public administration, public policy, or related field; master’s degree preferred.

10 to 20 years of professional experience working with Federal, State, or local agency public sector funding programs focused on water, wastewater, drinking water, and/or stormwater.

Track record of success in providing technical and consulting support to at least one Federal agency; experience with EPA Office of Water and/or EPA Office of Wastewater strongly preferred.

Experience in developing guidance documents that define how to access and take advantage of Federal funding programs.

Development of training and presentation materials for use in communication of program requirements and options to state, local, and other stakeholders.

Strong writing skills, including the ability to draft technical reports and guidance documents in a professional voice and style, free of spelling or grammatical errors.

Proven ability to work within interdisciplinary teams where the technical input from diverse disciplines needs to be coordinated, often within short timeframes.

Proficient in Excel to build data analysis tools.
