About Environmental Engineer III

  The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, mitigation of pollutants that cause climate change, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of Environmental Engineer III in the Wastewater Management Program, Division of Watershed Management, Bureau of Water Resources. This position will be based in MassDEP’s Boston Office and will report to the Wastewater Management Program Chief or their designee in Boston. The position will generally support the Wastewater Management Program through, application review, writing wastewater permits and approvals and providing technical assistance to DEP wastewater staff, Boards of Health and citizens of the Commonwealth. The Wastewater Management Program seeks a candidate who can provideengineering support for MassDEP’s wastewater management programs, including the Title 5 Program, the Title 5 Innovative and Alternative Technology (IA) Program, the Groundwater Discharge Permit Program and the Reclaimed Water Permit Program. A preferred candidate will be knowledgeable in engineering practices with experience in the following: · On-site wastewater treatment processes that discharge to the ground · Review of plans and specifications for wastewater treatment processes · Interpreting and clearly conveying the requirements of wastewater guidelines, policies and regulations General Statement of Duties and Responsibilities: Under the direction of the Division of Watershed Management Manager or his/her designee, the Environmental Engineer III performs engineering support for MassDEP’s wastewater management programs, including the Title 5 Program, the Title 5 Innovative and Alternative Technology (IA) Program, the Groundwater Discharge Permit Program, Industrial Wastewater Holding Tank Certifications and the Reclaimed Water Permit Program. This work will include: 1. Assist in implementing MassDEP’s Title 5 Program by reviewing Title 5 permit applications including alternative flows, non-sanitary flows, Septic system additives and soil restoratives. 2. Assist in implementing MassDEP’s Title 5 Program by offering technical support to regional staff, Boards of Health, and the General Public. 3. Review Industrial Wastewater Holding Tank Certifications for completeness. 4. Assist in implementing MassDEP’s Title 5 IA Program, by assisting with the review of Title 5 IA permit applications, reviewing technical reports, and providing general program support and outreach. 5. Work with MassDEP staff in Boston and regional offices to provide internal and external program support, technical assistance, and outreach for the wastewater management programs. 6. Communicate with outside parties including: US EPA, municipal officials, the regulated community, consultants, other state and federal agencies, watershed associations and the general public through written, oral, and electronic means. Assist in the implementation of MassDEP regulations, policies, guidelines, etc. for Title 5, Title 5 IA, Groundwater Discharge Permit Program, Industrial Wastewater Holding Tanks, and the Reclaimed Water Program. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Review of engineering plans and reports describing wastewater treatment facilities and wastewater disposal systems. 2. Compilation and analysis of data in support of drafting permits and associated documents. 3. Review of Title 5 applications and preparation of responses to applicants. 4. Review of Title 5 IA applications and preparation of responses to applicants. 5. Compilation and analysis of data in support of regulatory revision analysis, current workgroup topics, and application reviews. 6. Conducting field investigative work related to wastewater treatment systems and water pollution. 7. Inspection of wastewater treatment and disposal facilities. 8. Investigation of violations to MassDEP regulations and preparation of MassDEP enforcement documents. 9. Attending meetings, site visits, trainings, conferences and hearings with internal personnel, other state agencies, the regulated community, and the general public. 10. Providing technical and regulatory assistance to regional staff, municipal officials, regulated entities, and the general public. QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities) 1. Knowledge of water quality issues in Massachusetts. 2. Working knowledge of the Federal Clean Water Act and Massachusetts Clean Waters Act. 3. Experience/working knowledge of MS Word, Excel, Access, and PowerPoint. 4. Knowledge of the principles and practices of environmental/sanitary engineering. 5. Knowledge of the terminology and standard abbreviations used in environmental/sanitary engineering. 6. Knowledge of the engineering properties of soils, including the compressibility and shear strength of soils. 7. Knowledge of the methods of soil testing including soil classification, and triaxial strength tests. 8. Knowledge of the mechanical properties of fluids, including statics, continuity and momentum in conduits under pressure and pipe systems and momentum, critical flow and flow resistance in open channels. 9. Knowledge of the principles of hydraulics applied to surface runoff, drainage, pipes and culverts, erosion, and sedimentation. 10. Knowledge of the principles of hydrology, including hydrologic cycle, groundwater flow, flood, and flood control and runoff storage. 11. Knowledge of mathematical computations used to solve environmental/sanitary engineering problems. 12. Ability to analyze and determine the applicability of environmental/sanitary engineering and water quality data to draw conclusions and make appropriate recommendations. 13. Ability to read and interpret documents such as plans, specifications, blueprints, drawings, etc. 14. Ability to understand and apply laws, rules, and regulations concerning the environment in connection with the construction and maintenance of pollution control facilities and equipment. 15. Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, specifications, and guidelines governing program activities. 16. Ability to perform mathematical calculations using formulae to solve environmental/sanitary engineering problems 17. Ability to prepare technical and general reports. 18. Ability to prepare and use charts, graphs, and tables. 19. Ability to maintain accurate records. 20. Ability to write and communicate orally in a clear and concise manner, and to develop ideas in a logical sequence. 21. Ability to assemble items of information according to established procedures. 22. Ability to establish and maintain harmonious working relationships with others and to deal tactfully with others. 23. Ability to work independently. 24. Ability to adapt to varying work situations. QUALIFICATIONS ACQUIRED ON JOB (List knowledges, skills, abilities) 1. Knowledge of the laws, rules and regulations governing program activities. 2. Knowledge of the policies, procedures, specifications, standards, and guidelines governing program activities. 3. Knowledge of the types and uses of agency forms. 4. Knowledge of electronic data processing techniques used in solving environmental/sanitary engineering problems. 5. Knowledge of the field and laboratory techniques used in measuring pollutant levels of surface water, groundwater and soils. 6. Knowledge of the methods and techniques followed in the inspection of environmental/sanitary equipment or projects. 7. Knowledge of health and safety practices and procedures followed in environmental projects. 8. Ability to determine proper format and procedure for assembling items of information. 9. Proficiency in reviewing and drafting wastewater discharge permits. 10. Proficiency in the review and processing of permit applications. 11. Understanding of compliance and enforcement processes and issues. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
