  Job Description The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for a Field Operations Supervisor (Environmental Analyst V) in support of MassDEP’s ambient air monitoring network and special studies. This position is full-time and is assigned to the Air Assessment Branch (AAB) located at MassDEP’s Wall Experiment Station, 37 Shattuck Street, Lawrence MA. The workplace is a hybrid work model that combines working in the field, office, and remotely. Under the supervision of the Deputy Division Director, or his/her designee, the Field Operations Supervisor will manage field operations for the statewide ambient air monitoring program. Specific duties for this position include, but are not limited to, the following: · Oversee day-to-day field operations of the ambient air monitoring network by assigning tasks, coordinating field activities, and ensuring compliance with EPA requirements to achieve data capture goals. Provide detailed project updates as requested and notify the Deputy Division Director of project delays or problems. · Maintain a productive staff by recruiting, training, and developing successful employees. Provide regular feedback to field staff and execute formal performance evaluations. Coach, advise, and discipline employees as needed. Model positive behaviors and promote a collaborative and cooperative environment. · Effectively communicate, implement, and enforce departmental systems, policies, and guidance. · Review field activities to ensure that all quality assurance and quality control (QA/QC) tasks, maintenance tasks, and field repairs are performed in accordance with standard operating procedures (SOPs) in a timely manner. Investigate any anomalies and provide guidance as needed. · Maintain compliance with all EPA requirements by responding to EPA requests, attending webinars or conferences, and implementing EPA program updates or technical guidance revisions. · Maintain regular contact with direct reports and their subordinates to track equipment performance, replenish inventory, and develop solutions for unexpected obstacles. · Address concerns reported by field staff including health and safety issues, personnel issues, staffing shortages, blind spots, or other concerns. · Collaborate with the Deputy Division Director and other supervisors to address findings of EPA Technical Systems Audits and develop corrective actions. · Oversee AAB’s participation in EPA’s Ozone Standard Reference Photometer (SRP) Program by coordinating certification ofozone primary and transfer standards within short turnaround times, reviewing documentation to ensure certifications are completed according to EPA requirements, and managing AAB’s equipment inventory. · Collaborate with IT to maintain and optimize electronic communications among a network of air monitoring equipment, data loggers, data acquisition system, cloud servers, and online air quality displays such as MassAir and AirNow. · Maintain and optimize the air monitoring data acquisition system by coordinating software updates, exploring vendor improvements, implementing process changes, soliciting user feedback, improving user experiences, and assisting and training users. · Identify gaps in QA/QC processes and collaborate with QA and QC supervisors to develop and implement corrective action. · Contribute to quality assurance project plan (QAPP) updates and create or maintain associated SOPs for air monitoring projects and equipment. · Participate in the general maintenance of AAB air monitoring stations throughout the network, to ensure continued operation. Coordinate infrastructure repairs such as roof leaks, detached doors, damaged fencing, or other components in need of repair. · Write reports on air monitoring activities and make recommendations regarding improvements to operations and procedures. · Collect and install biological air monitoring samples at several fixed locations in and around the Boston area for delivery to the Department of Public Health laboratory in Jamaica Plain. · Perform other duties as assigned. Preferred Qualifications: · Supervisory experience, including managing employees, delegating tasks, ensuring goals are achieved by prescribed deadlines, and reporting progress to senior managers. · Excellent communication skills and experience collaborating with cross functional teams. · Experience operating and maintaining environmental analytical equipment. · Knowledge of the techniques used for collecting, handling, and transporting environmental samples. · Knowledge of and experience with QA/QC and safety procedures. · Ability to process environmental data according to EPA validation criteria. · Ability to adjust to changing situations and to meet emergency or changing program requirements. · Excellent computer skills, including a working knowledge and experience with Microsoft Outlook, Microsoft Word, Microsoft Excel, and database acquisition software. · Proven ability to meet deadlines and prioritize multiple responsibilities. · Ability to express ideas clearly orally and in the written form. · Ability to use hand tools, climb ladders, work on roof tops, move equipment and compressed gas cylinders and other equipment up to 50 lbs. in weight. · Possession of a valid driver’s license. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
