GIS Data Quality and Process Analyst – Environmental Analyst III - Boston The Department of Environmental Protection - MassDEP - is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of an Environmental Analyst III/GIS Data and Visualization Analyst. This position is assigned to the Boston office located at 100 Cambridge Street, Boston, MA and will report to the MassDEP GIS Program Director. The incumbent will support MassDEP’s requirements for management of up-to-date geospatial information and development of dynamic mapping applications as well as streamlining consistencies between enterprise datasets and related geodatabases. The incumbent will also assist in integration of GIS applications with business analytics tools that will facilitate decision-making for DEP Staff as well as making geospatial data more accessible to the public. Specific duties of this position include, but are not limited to, the following: • Support DEP’s geospatial data needs by developing ArcGIS webmaps, dashboards, storymaps and other services such as mobile data collection applications focusing on real-time environmental data and precise location of regulated facilities; • Develop web mapping applications using ArcGIS Online Web AppBuilder and Experience Builder; • Providing support to DEPGIS staff in charge of managing publication of geospatial data to MassGIS • Create maps for MassDEP Programs for published reports, community outreach, and stakeholder support; • Assist in identifying areas where MassDEP should develop further data standards to meet enterprise reporting needs; • Provide training and support on GIS application platforms for MassDEP users; • Provide guidance to MassDEP programs to manage and support GIS operations and data mapping standards; • Provide MassDEP development and maintenance of information on the MassDEP GIS SharePoint site; • Collaborate with other agencies to support the mission of MassDEP; • Ensure data standards in new and ongoing projects * Preferred Qualifications and Experience: • Proficiency and computer literacy with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) • Proficiency and experience with using ESRI GIS desktop and web applications including ArcGIS Pro, Web Appbuilder and Experience Builder, ArcGIS Online and ArcGIS Hub • Experience with ArcGIS Enterprise, ArcGIS Server, Image Server, GeoEvent Server and mobile GISproducts such as Collector for ArcGIS, Survey123 for ArcGIS and ArcGIS QuickCapture. • Experience with Microsoft Power BI • Experience with MS Sharepoint • Facilitate forward momentum and expedite processes between staff for MassDEP planning and projects • Understanding data standards and building metadata • Broad understanding of environmental regulation and management • Excellent oral and written communication skills • Experience with facilitating discussions with staff to gather project requirements First consideration will be given to those applicants that apply within the first 14 days. *MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: • I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* • II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience. • III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
