POSITION DESCRIPTION
The City of Rochester invites applications for the position of:
Engineering Technician – Traffic Operations

The Public Works Department, as a division of the City of Rochester, Minnesota, is responsible for planning, programming, design, constructing, and maintaining public works facilities. This includes street infrastructure, street lighting, traffic control, sanitary and storm water, water main, and waste water treatment facilities, as well as on-street and off-street parking, and coordination of mass transit modes.

Nature of Work
Under general guidance or with specific direction, this Engineering Technician performs technical civil engineering work in the Traffic Operations section of the Public Works Department. Responsibilities include collecting data, gathering background information, and providing initial recommendations regarding traffic related concerns; collecting and compiling traffic volume data; maintaining inventory and maps of traffic-related inquiries, streetlighting program, and on-street parking issues including residential permit parking and performing other related duties as required.

The 2024 starting wage is $32.19 to $35.35 per hour with advancement to $50.74.
DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary.
*Collect data, gather background information, and prepare initial recommendations regarding traffic related concerns.
Collect data regarding traffic concerns, such as volumes, speeds, crash history, geometry, sight distance, pavement markings, and existing traffic control devices.
Prepare initial recommendations to the traffic engineer regarding traffic concerns.
Utilize turning movement and other traffic counts to periodically model and evaluate levels of service of intersections and major traffic corridors.
Calculate traffic signal warrants based on the Minnesota Manual of Uniform Traffic Control Devices.
Perform routine periodic data collection, such as daily traffic volumes on the state-aid routes, and turning movements at signalized intersections.
*Assist with a variety of traffic and parking improvements and maintenance projects.
Maintain GIS inventory and databases of traffic infrastructure including signals, signs, pavement markings, sidewalk lights, permit parking, and truck routes.
Prepare pavement marking and signing plans, and assist with laying out pavement markings for striping crews.
Inspect contract striping projects and temporary traffic control setups.
Assist with administration of traffic division programs.
Collect input from citizens and examine site conditions to recommend any on-street parking changes.
Assist with requests for new or expanded residential permit parking.
Monitor new subdivisions to determine when development warrants energizing the streetlights per City policy
Administer requests for additional streetlights in existing developed areas and collect pertinent data regarding these requests.
Prepare Requests for Council Action (RCAs).
Perform other duties as assigned or necessary to assist and support other teammates in the Traffic and Parking division.
ESSENTIAL FUNCTIONSMINIMUM QUALIFICATIONS
Education and Experience
High School diploma or equivalent and six (6) years of experience as Associate Engineering Technician or equivalent position.
OR
Associate's degree in Engineering Technology or closely related field and two (2) years of experience as an Associate Engineering Technician or equivalent position.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Licenses and/or Certifications
Valid driver's license
Additional Education Required Within Two Years
An individual selected for this position who does not possess the additional educational requirements at the time of hire/promotion/transfer must achieve these requirements within two years as a condition of continued employment.
MNLTAP courses: Work Zone Traffic Control
MNDOT ADA Training
Desirable Qualifications
Experience with traffic modeling using Synchro plus SIMTRAFFIC, or similar traffic modeling software
Experience with designing traffic marking and signing plans using AutoCAD or similar software.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: current civil engineering principles and practices; City codes, standards, and regulations related to assignment; principles and practices of traffic engineering and the Minnesota Manual on Uniform Traffic Control Devices; principles and application of traffic work zone safety; computers, including proficiency in Microsoft Office software; a basic understanding of database and geographic information systems (GIS) software.
Skill in: professional communication; and developing and maintaining effective working relationships.
Ability to: Read and comprehend civil engineering plans pertaining to municipal engineering projects; effectively manage variable workloads and time commitments; maintain legible and accurate records; communicate thoughts and ideas effectively both orally and in writing; self-motivate, ability to learn and maintain attention to detail; use independent judgment in decision making; understand verbal instruction for work that may require interpretation and good judgment.
