The AFRL Munitions Directorate (RW) seeks to hire a DR-02, Lead Engineer, for the Global Strike Branch (RWIG) within the Technology Integration Division (RWI) at Eglin AFB in Valparaiso, Florida. Responsibilities Position duties include, but are not limited to: Serves as a Program Manager and Team Lead within the Global Strike Branch leading the development of programmatic strategies and execution of international high-speed/hypersonic weapon science and technology programs involving complex design and engineering problems. Leads diverse and multi-functional team, overseeing technical and programmatic progress, ensuring desired program technical objectives are achieved and products delivered within schedule and budget. Coordinates with members within and across program/activity execution teams, industry, and international partners to develop and document program performance metrics, risk management plans, and schedule/budget projections for planned activities and deliverables. Collaborates, interacts, coordinates, and/or directly consults with AF, DoD, DOE, industry partners, academia, internationals, and technical societies to advocate for the development of advanced high-speed/hypersonic technologies and facilitate direct and continuous collaborative relationships across the munitions enterprise. Applies engineering experience for monitoring and assessing a wide range of diverse development efforts involving complex design and engineering problems, unique mission requirements, and advanced technologies such as guidance and control, aerodynamics, engineering analysis, ordnance, propulsion, advanced structures, and ground/flight testing. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Professional Engineering Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/general-engineering-series-0801/ Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving Develops or modifies new methods, approaches, or scientific knowledge to solve challenges. Efforts involve multiple technology areas or organizations. Applies knowledge of science/technology to analyze and resolve multifaceted issues/problems with minimal guidance. Communication Provides information to peers, senior technical leaders, and/or managers within and beyond own organization to influence decisions or recommend solutions. Exchanges information with established internal/external networks. Documents complex information, concepts, and ideas in a clear, concise, well-organized, and timely manner. Technology Management Collaborates with technical area stakeholders to develop strategies for effective execution within a particular technology area. Executes activities within and beyond own organization that ensure the technology mission. Recognizes opportunities and formulates plans within own organization. Generates key ideas and contributes technically to proposal preparation and marketing to establish new business opportunities. Teamwork and Leadership Performs work as a key team member or leads others to improve capability of a technology area or organization. Integrates efforts or works across disciplines. Provides consultation on complex issues. As lead or key team member, makes significant contributions to meet team goals in support of the organizational goals Desired Qualifications: At least three years of experience with primary duties in weapons systems development, test and evaluation (T&E), and/or program management Experience in managing cost, schedule, and technical performance of research and development and/or science and technology programs. Laboratory, ground, and/or flight test planning and execution experience. Experience with digital tools for program management, data visualization, and model-based systems engineering (e.g., Microsoft Project, Jira, Confluence, Power BI, Tableau, Cameo, and PowerApps). Ability to lead diverse, multi-functional teams. Experience working across multiple government organizations, industry, and international partners. Ability to cultivate a professional, respectful environment of cooperation, cohesion, and teamwork. Experience briefing senior leaders. Master of Science Degree in an engineering discipline from an accredited school is highly desired. Excellent technical communication ability to include briefings, reports, and papers.
