About Energy Program Specialist

  Summary As a Energy Program Specialist, you will assist in the development and implementation of R10’s energy and water conservation strategy. Location of position: Public Buildings Service, Facilities Management Division, Seattle, WA; Spokane, WA or Tacoma, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities For the GS-11: Assists the Regional Energy Branch office in continuously appraising the effectiveness of the Property Management Center Energy Management Plan. Participates with water and utility companies on studies to plan, develop, and implement comprehensive water and energy efficiency projects. Assists in the analysis and evaluation of a variety of concepts, methods and technologies that will be beneficial to implementing future efficiency projects. Evaluates and inspects building operations to improve efficiency. Recommends for approval maintenance, repair, and modernization procedures for reducing operating costs and energy consumption. Gathers and analyzes data by work sampling, work measurement, life cycle cost analysis, comparative analysis on a rolling year basis, and by other statistical methods. Participates in the review of total building energy consumption using validated data gathering techniques such as the Energy User Analysis System (EUAS), and utility bills and Computerized Maintenance Management Systems (CMMS) and advanced metering dashboards (ION EEM), to measure and identify performance parameters of building systems. Makes preliminary determinations on the causes of high energy usage, analyzes possible methods of correction, and recommends equipment or operating changes as necessary to make the building more energy efficient, improve performance, and reduce operating costs. Identifies unusually high energy consuming buildings through cost analysis, statistical analysis, building characteristics and operating trends, for energy audit studies. Assists in preparation of retrofit concepts for funding and accomplishment in buildings, initiates and prioritizes such projects in coordination with Regional Planning Group. Works with project managers as needed during the construction phase and after completion; monitors the performance and energy usage to establish a historical base. Assists and consults with engineers and architects in PBS on problems pertaining to energy conservation retrofit projects. Assists with the development of local reporting systems and recommends what data needs to be reported at the different buildings based on the needs of the Service Center. Assists in developing manuals and other directives to implement improved energy conservation standards, policies, and procedures which include advising others on how to solve problems associated with this implementation. Conducts research and follow-up in providing available engineering handbooks, technical standards, local and national codes, and other directives to building personnel to implement improved conservation standards, policies, and procedures. For the GS-12: Coordinates and executes comprehensive energy and water conservation projects through consulting, utility, or national laboratories, to identify energy and water conservation projects at owned assets. Analyzes and evaluates a variety of concepts, methods, and technologies that will be beneficial to implement though efficiency projects at owned assets. Participates in comprehensive investigations, evaluations, and inspections to develop improved building operation, maintenance and repair, and modernization procedures for reducing operating costs and energy consumption. Analysis of total building energy consumption aggregated by end-use, performance parameters of building systems, and of the run-time and operation of these systems. Determines causes of high energy usage, analyzes possible methods of correction, and recommends equipment or operating changes as necessary to make the building more energy efficient, improve performance, and reduce operating costs. Identifies unusually high or inefficient energy consuming buildings through cost analysis, building characteristics and operating trends, and energy audit studies. Identifies and develops scopes of work for studies. Consults with architect and engineering firms performing studies, ensures compliance with current executives orders, regulations, and guidance for life cycle cost analysis, assists in preparation of retrofit concepts for funding and accomplishment in buildings, initiates and prioritizes such projects for accomplishment, and ensures projects are entered into the system of record. Assists in the development of local reporting systems and energy efficient standards, as well as manuals, handbooks and other directives to implement improved energy conservation standards, policies, and procedures. Conducts research and follow-up in providing available engineering handbooks, technical standards, local and national codes, and other directives to implement improved conservation standards, policies, and procedures. For a brief video on creating a Federal resume, click here. The GS-11 salary range starts at $72,777 for Spokane, WA; $81,242 for Seattle or Tacoma, WA per year. The GS-12 salary range starts at $87,230 for Spokane, WA; $97,376 for Seattle or Tacoma, WA per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service. Specialized experience is assisting senior staff members with providing support for an energy management program and services related to facility operations and project implementation. This experience should include assisting in the interpretation and application of energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; assisting with identifying, managing, and implementing energy conservation measures; conducting energy audits; and conducting analysis of energy consumption/cost. or Have a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Posses a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position. To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience providing support for an energy management program and services related to facility operations and project implementation. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; assisting with identifying, managing, and implementing energy conservation measures; conducting energy audits; and conducting analysis of energy consumption/cost.
