Develop policies, programs, and procedures for all aspects of Emergency Responder outreach including responsibility for Federally mandated Public Awareness Program (aka API 1162). Develop Departmental budget for outreach programs and ensure procedures are in place to manage the budget within acceptable limits. Manage and maintain contacts with Federal, State and Local emergency response officials. Manage Emergency responder records and ensure that meetings, training, and outreach programs are documented.
Manages the DOT required Emergency Responder training program including training of all emergency response personnel along the Iroquois pipeline. Monitor emergency responder training regulations and best practices to ensure compliance. This requires significant travel along the pipeline as all emergency responders must be trained once every three years. This includes travel at night and weekends.
Develops and works with Assistant Manager to implement a rolling three-to-five-year mock emergency plan for Iroquois. Is the emergency response liaison to Iroquois Public Awareness committee.
Provides backup to health and safety functions such as monthly field technician safety meetings, site inspections, pre-job JHA/JSA etc. Also assist with procurement functions such as field inventory cycle counts, and purchase requisitions and orders as needed.
Supports and assists Field Operations and Engineering with Damage Prevention Outreach, will assist at damage prevention seminars, contact excavators, conduct field meetings when necessary, as requested by Assistant Manager.
When the duties of this position are effectively carried out, Iroquois is less likely to be subject to compliance or audit findings, possibly leading to civil penalties, as well as a higher comfort level from the public and a broader band of acceptance by our Emergency Responders and the communities.
Knowledge:
[Pipeline safety regulations as they pertain to Emergency Response Programs. A strong working knowledge of pipeline operations, mapping, construction techniques, human relations, Emergency Response as it relates to Natural Gas Pipelines, New York and Connecticut 811 laws, regulations.
[Strong communication and presentation skills, ability to be professional in office and field settings while representing Iroquois.
