  Overview

  PNNL is seeking an Electricity Infrastructure Market Sector Director to provide strategic leadership to PNNL’s $100M portfolio of research supporting the Department of Energy’s (DOE) grid modernization priorities. The Market Sector Director will develop and execute PNNL’s grid modernization strategy with PNNL staff and strategic partners. This exciting position will have the opportunity to integrate PNNL leading-edge capabilities in power system engineering, data analytics, high performance computing, artificial intelligence, cybersecurity and energy storage to address our countries most important energy challenges. The Director will build off DOE’s strategic investments at PNNL, including the Electricity Infrastructure Operations Center and the Grid Storage Launchpad, to deliver national impact. The Director will represent PNNL efforts with high-level government sponsors, industry executives and other strategic collaborators.

  The Electricity Infrastructure Market Sector Director’s primary responsibility is to ensure that PNNL’s electricity infrastructure strategy and research is advancing the Department of Energy’s priorities to deliver a reliable, resilient, secure and decarbonized U.S. electric grid and energy system. PNNL also has a long history of working in partnership with U.S. electric utilities and vendors to solve important and complex energy system challenges. The next Director will continue to build strong industry partnerships to ensure PNNL research advances are deployed to U.S utilities and grid operators. This position requires travel to meet sponsors, participate in conferences, and engage with a variety of stakeholders.

  Responsibilities

  Ensure that PNNL research efforts meet the expectations of DOE’s Office of Electricity, CESER and GDO and deliver impact to the nation.

  Develop, implement and communicate PNNL’s grid strategy and Decarbonized Energy System Laboratory Objective in collaboration with management and technical staff.

  Work collaboratively with PNNL technical leaders and line management to build distinctive and impactful research capabilities that support DOE missions.

  Build strong partnerships and collaborations with key stakeholders (utilities, universities, vendors, regional stakeholders).

  Build and sustain collaborations with other national laboratories.

  Communicate funding opportunities and sponsor expectations broadly to staff and internal colleagues.

  Establish an effective healthy team that supports DOE sponsors.

  Track and manage overhead and DOE funding budgets to meet yearly expectations.

  Work as an effective team member with all EED senior management and technical staff.

  Qualifications

  Minimum Qualifications:

  BS/BA and 15 years of experience -OR-

  MS/MA or higher and 13 years of experience

  Preferred Qualifications:

  Master’s or Ph.D. in relevant field such as electrical engineering, systems engineering, energy policy.

  10+ years of experience working in or closely with the electricity sector (e.g. electric utilities, energy project developers, regulatory entities, research organizations).

  Technical understanding of electric grid operations, planning, emerging grid modernization technologies, and energy system modeling challenges.

  Demonstrated experience interacting with senior-level leaders with relevant DOE energy program offices, including Electricity, Grid Deployment, Cybersecurity, Energy Security, and Emergency Response, as well as electric utility industry and regulatory, and other grid-related stakeholders.

  Proven ability to collaborate effectively with other national laboratories.

  Successful track record of leading complex projects with budgeting, planning, and control of cost, schedules, and deliverables.

  Highly collaborative approach to problem-solving and the ability to work well with inter-disciplinary teams.

  Additional Information

  This position requires the ability to obtain and maintain a federal security clearance.

  Requirements:

  U.S. Citizenship.

  Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

  Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

  Testing Designated Position

  This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

  HSPD-12 PIV Credential Requirement

  In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

  Mandatory Requirements

  Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.

  USD $226,600.00/Yr.

  Maximum Salary
