Job Information
Open to the general public and any current Municipality of Anchorage Employee.
These are executive positions (no union affiliation) and are subject to the provisions of the Personnel Rules of the Municipality of Anchorage.
DEPARTMENT: Municipal Clerk's Office - Elections
HOURS OF WORK: Monday through Friday, times vary. Must be available from mid-February to mid- June.
LOCATION: MOA Election Center, 619 E. Ship Creek Avenue, Suite 100, Door D.
These are temporary positions working variable hours during an election at different dates and locations, depending on the assignment.
Example of Duties
The purpose of this position is to provide election support for the Municipal Clerk's Office prior to and immediately after either a regular or special municipal election or to assist with review of initiative or referendum petition signatures. Election workers prepare election supplies and equipment, conduct data entry, review voter qualifications, mail absentee ballots, prepare form letters in Word, including using mail merge, prepare checklists and spreadsheets in Excel, operate the mail sorter machine, conduct signature verification, operate scanner machines, assist the public in person, on the telephone, via email, among other election related duties. Election officials are required to take an oath of office and are prohibited from engaging in partisan politics in any manner, as detailed in Anchorage Municipal Code section 2.20.055D.
Provide election support for the Municipal Clerk's Office prior to and immediately after regular, special, or runoff municipal elections. An Election Worker may perform a variety of the following duties:
Assist voters at a vote center by: utilizing a Microsoft Access database to determine the appropriate ballot for each voter; determining when a voter must vote a questioned ballot; applying voting rules and procedures regarding ballot accountability, election observers, etc.
Assist with review of initiative or referendum petition signatures.
Prepare election supplies and equipment, conduct data entry, review voter qualifications, and prepare and mail replacement ballot packages.
Prepare form letters in Microsoft Word, including using mail merge, prepare checklists and spreadsheets in Microsoft Excel, operate the mail sorter machine, conduct signature verification, and operate scanners and other office machines.
Assist the public in person, using multi-line telephone systems, and via email.
Perform other election related duties as assigned or required.
Some Election Worker assignments may require lifting and carrying of mail trays and other items that weigh 20 to 50 pounds. Some assignments may require the ability to bend, stoop, and kneel. Some assignments may require repetitive movements.
A driver's license and current vehicle insurance will be required if the selected position requires driving between various work locations.
Election officials are required to take an oath of office and are prohibited from engaging in partisan politics in any manner, as detailed in Anchorage Municipal Code section 2.20.055D.
Minimum Qualifications / Substitutions / Preferences
Must be a registered voter in the State of Alaska and the Municipality of Anchorage.
Must have previous customer service experience.
Note:
Must be a qualified voter in accordance with AS.15.05.010.
QUALIFICATION OF VOTERS:
Sec. 15.05.010. Voter qualification.
A person may vote at any election who
(1) is a citizen of the United States; (2) is 18 years of age or older; (3) has been a resident of the state and of the house district in which the person seeks to vote for at least 30 days just before the election; andMust be a qualified voter in accordance with AMC 28.30.010
VOTER QUALIFICATIONS:
A. To vote in any municipal election, a person must be:
A qualified voter of the state;
A resident of the municipality for 30 days immediately preceding the election; and
Registered to vote in state elections at a residence address within the municipality at least 30 days before the municipal election at which the person seeks to vote.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
