BASIC PURPOSE
The EDS Director is an on-call 24/7 position and is responsible for overseeing readiness, response, recovery, and mitigation of the Del Oro Divisions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Build local capacity through relationships with whole community partners and emergency services stakeholders to address operational gaps and shortfalls.
Develop and streamline just-in-time, local, and national training for volunteers, staff, and leadership.
Evolve, implement, and evaluate standard operating procedures and frameworks for ICS-compliant Incident Management Teams, deployment/activation, staging areas, resource tracking, planning, communication, and recovery programs.
Help state government and other organizations embody the whole community approach.
Develop EDS departmental, readiness, response, recovery, and training policies to ensure rules and structures guide EDS operations.
Identifying multiple EDS points of contact who will represent the division to municipal and state government, state VOAD, local COADs, community nonprofit organizations, regional houses of worship, and regional private vendors depending on location/proximity to that entity.
Serve on local and State VOAD leadership committees and attend meetings.
Maintain and update the divisional disaster playbook that reflects the National Response Minute and the Western Territory Disaster Response Minute, and accounts for all divisional personnel, property, plans, and programs, including notification procedures for all personnel, staging area establishment guidelines, mobilization and resource tracking, guidelines for EDS volunteer empowerment, response and recovery services, and annual training and exercises
In coordination with territorial headquarters, conduct annual policy group and departmental directors training at divisional headquarters.
Offer annual emergency disaster services training for all divisional officers and volunteers
Assist Corps in their development and completion of a localized response plan for their service area
Encourage (Require) Corps officers to participate in local disaster response planning meetings, including COAD/VOAD, and other local or state emergency management meetings
Recruit and train divisional Incident Management Teams (IMT), as well as a cadre of divisional disaster services volunteers
Manage the local teams of Salvation Army Team Emergency Radio Network volunteers (SATERN)
Collect and maintain an inventory of divisional assets that can be utilized during an emergency or disaster, including facilities, commercial kitchens, all vehicles, sheltering space, staging areas, internal/external storage, emergency supplies, and access to labor
Collect and maintain an inventory of Salvation Army branded apparel for disaster workers including shirts, hats, lanyards, and bags, as well as TSA signage, including banners and magnetic vehicle placards
Order and replenish supplies, equipment, and other resources ahead of the next disaster/fire season
Manage the overall operations of the EDS Warehouse (supplies, deliveries and staff)
Collect and maintain accessible binders and online documents of all our partners categorized by services and goods they have provided in the past and can provide in the future
Assign and exercise duties of newly designated EDS Officers,
Develop exercises and trainings internally with Department heads, and Policy Group (DC, DSB, DSF), and externally with partners of all kinds
Apply for and receive grants to expand the capabilities EDS Department
Identify gaps and limitations of the Army’s responses through AARs and track corrective actions
Apply for grants to supplement the EDS department's plans, training, exercises, preparedness actions, etc.
Partnership definition through Memorandums of Understanding with community and regional partners
Supervise EDS department staff and track EDS departmental progress
Developing EDS departmental policies; researching, creating, and submitting proposals CFC to enhance EDS responses
Coordinating special events and conferences, etc.
Actively participate in Territorial EDS committees
Constantly monitor hazards in Del Oro and surrounding Divisions
Follow up with Local Corps on disaster response operations at the onset of an incident
Assigning Emergency response roles to DHQ departments
Identifying and proposing added resources to fill response and recovery gaps for DHQ and Incident Management Teams (IMT)
Serve as the Incident Commander and any other IMT position as needed at the onset of an incident
Serve as the CalOES, FEMA, and tribal liaison.
Sets up the organization of the response in coordination with the DHQ Policy Group.
Develop, coordinate, or collaborate on all EDS exercises and events within the Army (Dept. Heads, Policy Group, DHQ EDS Team), with other disaster response partners, and state, federal, and tribal government partners
Identify and address the division’s past responses/recoveries by delivering After-Action Debriefs, recording lessons learned and best practices, and documenting/tracking corrective actions
Design and coordinate drills, table-top exercises, functional exercises, and full-scale exercises (with other partners)
Manage all Divisional Recovery activities post disasters (including case managers and caseworkers)
Collaborate with external Case Management agencies during the recovery phase through the Long-term recovery groups.
Assist local Corps, and Service Ext in identifying and supporting gaps in services of unmet needs following disasters/and or incidents.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS REQUIREMENTS
Bachelors degree preferred.
Knowledge of Northern California Disaster services is preferred.
Ability to travel throughout Northern California area-including Corps in Del Oro – will be required
Ability to be on-call and deploy anywhere within central and Northern California
Minimum of 3 years of experience working in disaster response/recovery
Experience participating in community meetings.
Can complete work independently and autonomously, as well as part of a team.
Demonstrated leadership abilities.
Excellent interpersonal and liaison skills
Excellent strategic planning skills and experience in recovery services
Previous disaster response experience
Good organizational and time management skills
Has the ability to work a flexible schedule to meet department needs
Maintains confidentiality of clients, programs, agency, and The Salvation Army
Demonstrates the ability to interact in a positive and helpful manner with clients and co-workers
Must be comfortable with public speaking.

CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid California Class C Driver License, and ability to drive DOT regulated vehicles (Non-CDL)Must be able to pass a Road Test.
Complete The Salvation Army vehicle course training.
Must maintain a Driver Qualification File
