Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Directs the design and/or implementation of pollution prevention plans on construction projects or develops and implements storm water pollution prevention plans for construction projects.Oversees Consultant Contract Administration.Coordinates with area engineers on design and plan preparation.Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.Oversees career development activities for engineering assistants.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Participates in district plan review activities.Prepares and submits Plans, Specifications and Estimates (P. S. E.) on projects.Reviews material specifications for projects and writes special provisions.Reviews, monitors and/or develops complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.Serves as a project manager overseeing consultants performing advanced and complex engineering work.Supervises professional and administrative staff.Performs other job responsibilities as assigned.
