Performs departmental transportation planning-related activities and provides assistance in all aspects of the final review and processing of construction plans, specifications and estimates prior to submission for statewide bid letting. Provides assistance in the preparation of plans, specifications and cost estimates. Assists in the preparation and coordination of the district's or a statewide monthly letting schedule. Trains others. May serve as a lead worker. Reports to a licensed engineer. Work requires contact with governmental agencies. Employees at this level establish their own work plan and prior ties to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties: May serve as a lead worker and the related tasks including training others. Performs detail design and quantity checking of plans, specifications, and estimates. Responsible for PSE review for a district. Answers inquires on final PSE policies and procedures. Assists engineers in the review of PSE submissions to ensure compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Ensures plans are completed, reviewed and processed on time to meet the scheduled letting. Distributes plans and bid proposals to appropriate residencies prior to letting. Processes PSE revisions submitted by districts and divisions. Prepares interoffice documents to show project status from the initial three month letting schedule to the tabulation of bids received.. Submits plans, specifications, estimates and supporting documents to divisions after completing final review.
