DescriptionThis is a full-time, FLSA non-exempt position with Carson City Public Works, located in Carson City, NV.This recruitment is open to fill (2) vacancies within the department. Depending on experience and qualifications, candidates may be considered for either Document Control Specialist or Senior Document Control Specialist.
Document Control Specialist:Under general supervision, performs variety of professional, confidential, and administrative duties in the support of administrative systems, policies, procedures and practice. To perform an extended role in certified payroll review, including review, investigative, auditing, and compliance determinations. Performs construction management administration for capital projects.
Senior Document Control Specialist:Under general supervision, performs variety of professional, confidential, and administrative duties in the support of administrative systems, policies, procedures, and practice. To perform an extended role in certified payroll review, including review, investigative, auditing, and compliance determinations. Performs construction management administration for capital projects. Using applied knowledge, skills and abilities gained through experience and training, assists with document control planning functions, provides recommendations to senior staff on document control best practices, and maintains project controls, policies, and procedures for a variety of construction and engineering related tasks. The Senior Document Control Specialist may supervise and train personnel in the Public Works Document Control Specialist category.

Document Control Specialist:
Monitor and track all capital project correspondence, generate progress meeting minutes, manage office communications, compile monthly progress reports, distribute and track RFI's and submittals, create financial tracking spreadsheets, manage document control software.Audit subcontractors' certified payroll reports on a monthly basis, create and maintain spreadsheets tracking all payroll records and pertinent information, send violation letters to subcontractors for incorrect reporting, prepare determinations for the Office of Labor Commissioner to assess fines, bi-weekly site visits to interview employees.Prepare a variety f management financial reports for Public Works Senior Management.Assist in the implementation of goals and objectives for special programs and projects; establish schedules for program operations; implement policies and procedures.Conduct surveys, studies and special projects; collect information on operational and administrative problems; assist in preparing reports.Participate in the preparation of comprehensive budget documents; assist in preparation revision, and administration of the annual operational and capital improvement.Assist in budgets; prepare cost estimates for budget recommendations; monitor and control expenditures.Coordinate assigned activities and programs with outside agencies, departments and community groups.Participate in the installation and administration of new or revised programs, procedures, methods and systems.Prepare reports, memoranda, letters and other correspondence in support of higher level management staff; design forms and report formats.Compile, prepare, produce and publish meeting notices and agendas in accordance with applicable laws and regulations.Perform related duties as assigned.Senior Document Control Specialist
