Minimum Qualifications Bachelor’s Degree in Communications or related discipline and seven years experience in the private sector print media.Four years of relevant experience or Associate’s Degree and two years of relevant experience may substitute for Bachelor’s Degree; J.D. or master’s degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.
Duties Description Under the general direction of the Superintendent or Deputy Superintendent – Administration, the incumbent is responsible for directing the Office of Public Information for the Division of State Police. In this capacity, the incumbent is responsible for the development, implementation and maintenance of the Division’s public information program.DUTIES:Responsible for the adequate and timely distribution of announcements of new programs and/or revisions to existing programs. The incumbent must ensure that announcements are concise, well-written and easily understood by all concerned parties.Administer all programmatic, administrative and planning phases of the Division’s public information effort; ensuring that positive public relations and public image are maintained.Provide technical assistance in the preparation of speeches for the Superintendent and Executive Committee Members. Act as expert resource to Division staff members who are called upon to make presentations to other local, state and federal law enforcement, governmental and professional groups to ensure that all presentations correspond with the Division’s position of issues.Prepare replies to inquiries from staff of the Executive and Legislative branches of New York State Government as well as federal officials. Replies to inquiries directed to the Division of State Police relating to Division policies and procedures.Participates in the preparation of formal statements of administrative policy for the Superintendent.Directs, controls and coordinates the Division’s public information program and supervises the activities of staff assigned to the Office of Public Information.May prepare material to be presented at testimony at public hearings.Establishes and maintains satisfactory working relationships with representatives from the media (press corps, radio and television). Ensures that these representatives are properly informed of Division activities in a timely manner.Ensure proper administration of the Freedom of Information Law.Responsible for the timely issuance of all major press releases for the Division of State Police.Determine the most effective method or media vehicle to convey information to all concerned parties.Keep the Superintendent and Executive Committee Members informed of highly sensitive and complex issues which require immediate attention.May hold press conferences on behalf of the Superintendent and may act for the Superintendent at such conference.Determine material appropriate for publication in Division publications and directs the preparation of such materials.Act as liaison with the Governor’s Office on matters concerning the Division’s public information program.Performs other related duties as required by the Superintendent and Executive Committee Members.
